The meeting was called to order at 4:30 p.m. by Marty Huey, temporary chair and minute taker.   

 

Review/amend/approve minutes of 4-25-07

 

Motion:  The minutes were approved as amended.

Public Statements

Rex took this opportunity.

1)      The BoS should be sent some sort of letter by the HC to feed into the town Goal Setting process that will take place in June.

2)      There was a significant amount of sand lost at the Town Landings in the last storm.  Most severely affected were Kendall Lane (SurfSide Motel), Central, Atlantic, Good Templar and Johnson St.

3)      After getting the OK from ConCom, the Harbormaster had DPW remove a significant (i.e., several truckloads) of dead seaweed, 5 to 8 feet deep, that had accumulated between Float #1 (west side of pier) and the shore.  This had interfered with filter operations for some time now.

4)      At 10 am on Friday, May 12, there will be a hearing regarding the Water Quality Testing Project.

 

Old Business:

Review 2005 Amendments to the Harbor Plan

Rex said he sent the draft of his suggested changes regarding Water Dependent and Public Art usage to Lou Gotti at DEP late last week.

 

Beach cleanup status

There was no update on the status of a demonstration of the Beach Cleaning Machine by the third party contractor.  Jerry is following up on this, as well as to call Dieter Groll and ask if they have to have a public hearing for the purchase of a beach-cleaning machine.  .

 

 

 

 

New Business:

Marty noted that the Town’s 2006 Annual Report booklet paraphrased the latest set of goals for the Committee.

1)      Re-submit an Amended Harbor Plan for BoS and DEP approval.

2)      Actively and financially support the Water Quality Testing Project of the Harbormaster.

3)      Pursue periodic Beach Cleaning activities.

4)      Work on re-claiming former Town Landings.

5)      Pursue status as a Town Regulatory Board with respect to Ch 91 and Waterways regulations.

 

Marty suggested Committee members come prepared at the next meeting to discus status of these goals (and others?) to be set for FY2008 and possible submission to BoS for the Town-wide goals.

 

A notice of License Application to DEP by Stella Chasteen, #579 Commercial St, was distributed to those present.  The hearing is scheduled for May 17 at Town Hall.

 

Any other business that shall properly come before the Committee

Marty had been alerted by Maxine Notaro, Permit Coordinator, that Lou Gotti, MA DEP, would be meeting with the new TM at noon on May 17, to discuss Chapter 91 enforcement in Town.  Maxine and the Acting Building Inspector, Matt Mulvey, will join the meeting.  Maxine will ask Matt if a Harbor Committee member could join the meeting.  Who might attend is Jerry’s call, although Marty indicated his interest and availability.  (Rex thought it should be someone who has been on the committee longer.)  Lou Gotti has two hearings that morning and set up the meeting with the new Town Manager, Sharon Lynn.   According to Pam Hudson, in the front office, TM had no idea who he was or what was the subject matter and was briefed by Maxine.  (M. Huey thought – might Ch 91 enforcement help with re-claiming old town landings?)

 

The next meeting is Wednesday, May 23, at 4:30 p.m.  Jerry will send out the agenda.
