Old Business:

 

· Review 2005 Amendments to the Harbor Plan status

Copies of e-mails which were sent from Truman Henson and Keith Bergman were handed out.  After a discussion, the following motion was made:

Motion:  Based on the information received via e-mail, the Harbor Committee wants to have their Chairman, Jerry Irmer, attend the meeting with Truman Henson scheduled for Friday, June 9th in the Barnstable County complex on Route 6A.

Motion by Kerry Adams     Seconded by Philip Scholl   Voted 4-0-0.  

 

· Washington Ave. Town Landing Status

Jerry sent an e-mail to Keith Bergman (KAB) regarding this issue and Jerry is waiting to hear back from KAB.

 

· Good Templar Place Town Landing status

Kerry Adams has had a bit of correspondence on this issue.  The DPW just dumped a lot of sand atop the problem and the sand promptly washed out with the first storm.  Another emergency repair was requested and it was of the same caliber, a hill of dumped sand.  More information will be forthcoming.

 

Kerry said that he went to the last BoS meeting and Cheryl Andrews was upset that she didn’t know the repair to Good Templar had been made.  It’s the Personal Water Craft's (PWC) only launch area.  As an aside, there are now surfboards with engines for rent.

 

· Beach cleaning machine status; Cape Cod Beachcomber est.

Jerry walked the beach with the man from Cape Cod Beachcomber; this was an overview in order to get an estimate on beach cleaning from him. 

 

Jerry said that someone is going to be in the area during the next two weeks.  The person who will be coming needs a tractor; Jerry called the DPW and they have no man-power to be able to help with the demonstration.  In the conversation another thing came up.  Doug said that the rack line is an issue with the Conservation Committee.  Erica, the Conservation agent, said she will walk down to the beach so that you’ll be getting an opinion from her regarding the rack line.  Storage for the beach cleaning equipment will also become an issue.  

 

Jerry further explained that there are only three access points concerned with beach cleaning equipment.  They are:  1) Johnson Street parking lot, 2) Fishermen's Wharf area, and 3) Court Street town landing. 

 

· Status of obtaining maps of the harbor

Jerry hasn’t heard back from the company; he requested a copy of the overlay.  The overlay will show how high they’re making the line.  It’s already been proven to be off laterally.  Heather Bruce said the 1939 line is on everyone’s deed.  The only reason the town wanted the line was because of the income that could be generated. 

 

New Business:

· Announcements

A copy of a letter dated May 16, 2006 from Peter Borrelli, Executive Director of the  Provincetown Center for Coastal Studies, to the Board of Selectmen (BoS) was circulated.  The BoS moved that the letter relating to the performance of the Long Point Dike be forwarded to the Harbor Committee for their recommendations.  It seemed that the request was for a feasibility study.

Motion:  The Harbor Committee (Jerry Irmer) will write a letter to the BoS recommending  that the BoS contact the Army Corps of Engineers in order that they might conduct a feasibility study to determine the best approach for the performance of the Long Point Dike.

Motion:  Jerry Irmer      Seconded by Philip Scholl     Voted 3-0-0.

 

· Beach cleanup on June 15

Rex McKinsey has set this up with the prisoners.  Jerry will supply the donuts and coffee. 

Kerry Adams had a joint meeting with the VSB, Historical, (actually someone from every department except Planning and ZBA).  Everyone agreed that the beaches should be cleaned.  Also Kerry said that beach access was important to everyone, as well as the cleanliness of the harbor, and, at least, these committees know that we’re all on the same page.  Kerry also said that the Harbor Committee needs to be a regulatory board. 

 

· Chapt. 91 license database status

This issue is still in limbo and is being worked on.

 

· Statement proposed to be included with Ch. 91 reviews

Heather Bruce handed out a copy of the new proposed statement that reads as:

"There exists an ambiguity in the 1999 Harbor Plan that implies that the licensing conditions for Amnesty are the same or similar to the licensing conditions for Non-Amnesty.  This Plan does not recognize the 1978 regulations and fees as was the original intent of Amnesty and thus it must be noted that any endorsement of said conditions for Amnesty licenses cannot be fully endorsed by this committee."

 

· Any other business that shall properly come before the Committee

The 49A Commercial Street Property had a hearing and no one attended from the Harbor Committee.  Two meetings ago copies of this issue were handed out but most committee members had other commitments at the time.  Lou Gitto informed the committee that the only people who attended were the applicants.  The hearing was on May 16th and the deadline for written comments is June 10th. 

 

· Annual Town-wide Goal Setting

Motion:  The Harbor Committee approves the 2007 goals and objectives as presented.

Motion:  Jerry Irmer      Seconded:  Philip Scholl      Voted 3-0-0.

 

NEXT MEETING: JUNE 21 IN TOWN HALL AT 4:30PM.

 

Doug Taylor told everyone that he needs current e-mail addresses for everyone.
