The meeting was called to order at 4:30 p.m.

 

AGENDA

Review/amend/approve minutes

Motion:  Move to approve the minutes of May 03, 2006.

Old Business

Washington Ave. Landing – no status to date.

Good Templar Landing had a temporary fix but immediately deteriorated due to several days of rain.

Beach Cleaning – May 20, 2006 at 1:00 pm with assembly at the ticket booth at the head of the MacMillian Pier Parking Lot.  The gentleman from the Cape Cod Beachcomber who has a machine will b e assessing the beach cleanup and will provide a cost estimate.

 

The goal is to develop a beach cleanup plan.

 

Jerry Irmer said he would like to see it become a community effort perhaps through the Visitor Service Board, the Provincetown Business Guild and the Chamber of Commerce and any others that would like to become involved.

 

Heather Bruce said the non-amnesty funds should be used for projects of this nature.

 

Harbor Maps

Jerry Irmer said there are 9 maps he would like to have reproduced.  The 1857 map exists.  What is needed is what they overlaid it with.

 

Heather Bruce said what is needed is the overlay of the 1857 map.  There are a number of places where the wharves and the property do not line up.

 

New Business

Town-wide Goal Proposals: for the whole organization

  1. Implementation of the amended Harbor Plan
  2. Improve the cleanliness of the harbor and beaches.  Purchase a beach cleaning machine and have beaches cleaned regularly especially during peak tourist season.
  3. Improve the amenities for the Town Landings to the waterfront and make the Town Landings more inviting to use.
  4. Research and investigate blocked public Access Ways.
  5. Expand water quality testing of harbor to include other pollutants and differentiate human and animal coliform testing.
  6. Improve storm drains to prevent pollutants entering the harbor.  Investigate possible illegal discharge locations into the drains.
  7. Access by Boards/Committees to/for “general” Legal resources (i.e.: handbook-Computer program) through Town Counsel without the need to engage Town Counsel (and/or) at a low cost to the Town for this service.

 

Department-specific Objectives: for my board or department

1.                  Improve communication and cooperation between the various boards and committees regarding Harbor Committee responsibilities.

2.                  Create a database of all the Chapter 91 filings.  Database should include all payments made to Harbor Access Gift Fund and all pertinent Chapter 91 Application information.

3.                  Acquire from DEP a true and accurate copy of the map used by DEP to make Chapter 91 licensing determination for Provincetown waterfront property owners.

 

 

Beach cleanup

June 15, 2006 as a possible a cleanup day.  Kerry Adams said he would look into the possibility of having participation from students of the school system.

 

Chapter 91 license database status

Marty Huey is working on putting together a list of properties that are 91 licensed.

 

Amnesty Order of Conditions – Board Consensus there should be a blanket statement as discussed by Heather Bruce.

 

The chair received a response back from Lou Gitto regarding 165 Commercial Street entrance to the beach.

 

Heather Bruce said Chapter 91 was about fishing, fouling and navigating.  If public access were with a condition of said property then it would be on a property owners’ deed.  There are two things: (1) chapter 91 and (2) deed rights.

 

Heather Bruce moved that the chair send a letter to the property owner(s) of 164 and 166 Commercial Street regarding access to the beach through 165 Commercial Street.

 

Alan Pinkerson 49A Commercial Street property

The purpose of Chapter 91 is to protect public access along the beach so as to not allow more encroachment of property into the beach.  Expanding the footprint into the tidelands is wrong.  It appears the owners are looking for more property to create two units.

 

It was suggested that e-mail be sent to DEP requesting the results and outcome of the May 16, 2006 public hearing.  Where is DEP’s position on the proposed project?

 

Pier Corporation Vacancy

Kerry Adams said he has been asked to fill the vacancy of the Pier Corporation Board of Directors.  It would be a conflict to serve both boards.  Mr. Adams said he has no decision at this time.
