Members in attendance: Kerry Adams, Mel Cote and Alice Brock
Excused Absences: Jerry Irmer, Ann Colbourn and Heather Bruce
Others in attendance: Rex McKinsey, Pier Manager
Acting as Chair, Adams called the meeting to order at 5:40 PM
Motion to recommend Article 25; Amend Harbor Plan to Town Meeting made by Alice Brock, Second by Mel Cote. Vote was 3-0 with Kerry Adams holding a Proxy to vote in favor from Jerry Irmer (see attached).
Discussion ensued regarding Town Meeting process and speaking parts.
Motion to adjourn by Kerry Adams, second by Mel Cote. Vote 3-0

After
you convene the meeting at 5:30, take attendance. Alice told me she'll be
there. Ann said that she'll be out of town on Monday and Tues. so she's
excused. I can't make it but you have my proxy to vote for the Article.
Also, take minutes which should be brief because they have to be submitted to
the Town Clerk. Take and record the vote for the Harbor Plan Amendment Warrant
Article. Record the number in favor and number opposed. I believe the numbers
should be on a slip of paper to be handed to the Moderator at Town Meeting. You
are my designee and have to explain the view of the majority to Town Meeting as
follows:
The
original Municipal Harbor Plan was submitted on November 11, 1998 and approved
by the state on May 4, 1999 and in effect for 5 years expiring on May 4, 2004.
A one year extension was granted by the state expiring on May 4, 2005 to
enable the town to amend and update the present Harbor Plan.
The
existing Harbor Plan is very detailed and difficult to understand. It was the
present Harbor Committee's intent to amend this Plan to reflect the standards
for amnesty and non-amnesty licenses which do not exist in the current Plan. It
was also our intent to make the Plan more user friendly. The Amendments
are currently being reviewed by DEP and CZM.
If
anybody asks about the "Schofield Line", state that the Committee has
requested in the proposed Amendments that the DEP reconsider the 1939
line.
