called to order at 4:05 p.m.
Review/amend/approve
minutes of 1/12/05
The minutes
were read. A motion was made by Ann Colbourn to approve the minutes and was
seconded by Kerry Adams. They were approved unanimously.

Land Use
It was decided
to move ahead to Chapter 91.
Chapter 91
Regulatory Framework and Guidance
The revised
document was discussed on a page by page basis.
Motion: A
motion was made by Kerry Adams to remove paragraphs 2,3, and 4 on Page 2, and
paragraph 1 on Page 3. The motion was seconded by Alice Brock and approved
unanimously.
Motion: A
motion was made by Ann Colbourn to add paragraphs 2 and 3 on Page 3.with
corrections. The motion was seconded by Kerry Adams and approved unanimously.
Motion: A
motion was made by Kerry Adams to accept the Objectives 1 -13 on pages 3 and 4
with the changes made, It was seconded by Heather Bruce and approved
unanimously.
Motion: A
motion was made by Alice Brock to approve the rest of page 4 through page 8
with the changes made. The motion was seconded by Heather Bruce and approved
unanimously.
Motion: A
motion was made by Heather Bruce to accept Page 9 up to the section cited from
9.51. The motion was seconded by Alice Brock and approved unanimously.
Motion: A
motion was made by Heather Bruce to delete the last two paragraphs on Page 9.
The motion was seconded by Alice Brock.

The motion was
defeated. The discussion concerned the citing of part of Regulations 9.52 and
9.53. Heather Bruce said this would imply that the Harbor Plan was in favor of
these two regulations in their entirety and not just the portion cited. She
said that these regulations were appropriate for a more urban environment, but
not for Provincetown. It was decided to leave these two paragraphs for the
moment and return to them later.
Motion: A
motion was made by Kerry Adams to accept paragraphs 3 and 4 on Page 10 with the
changes made. The motion was seconded by Heather Bruce and approved
unanimously.
Motion: A
motion was made by Ann Colbourn to accept the last paragraph on Page 10 and the
first two paragraphs on Page 11 as corrected. The motion was seconded by Alice
Brock and approved unanimously.
Motion: A
motion was made by Kerry Adams to accept paragraphs 3 and 4 on Page 11, and 5
which continues from Page 11 onto Page 12, with corrections. The motion was
seconded by Heather Bruce and approved unanimously.
Motion: A
motion was made by Kerry Adams to accept the first whole paragraph on Page 12.
The motion was seconded by Alice Brock and approved unanimously.
Motion: A
motion was made by Kerry Adams to accept with corrections the next three
paragraphs and sections A - D on Page 12. The motion was seconded by Alice
Brock and approved unanimously.
Motion: A
motion was made by Kerry Adams to approve the remaining part of Page 12
and the first
four paragraphs on Page 13 with the provision that where a regulation is cited
in these paragraphs, as well as everywhere in this document, the year of the
regulation (1978 or 1996) should be noted after the regulation number. The
motion was seconded by Heather Bruce and unanimously approved.
The discussion
of Chapter 91 will be continued at the next meeting.

2004 Annual
Report
Motion: A
motion was made by Kerry Adams to accept the Annual Report. The motion was
seconded by Ann Colbourn and unanimously approved.
