PROVINCETOWN HOUSING AUTHORITY

            A public meeting of the Provincetown Housing Authority to discuss the Town

            Warrants of the Special Town Meeting and the Annual Town Meeting was called

             to order by Bryan Green, Chair, on Wednesday, April 2, 2008 at 5:15 pm in the

            Maushope Common Room at 44 Harry Kemp Way, Provincetown.

 

PRESENT:     Bryan Green, Chair

                        Cheryl Andrews, Vice-Chair

                        Cathy Reno Brouillet, Commissioner

                        Nancy Jacobsen, Commissioner

                        Patrick J. Manning, Executive Director

                        Diana N. Fabbri, Recording Secretary

 

ABSENT:        George Bryant, Commissioner, excused.

 

                        Special Town Meeting – Monday, April 7, 2008

 

ARTICLE 2:  Wastewater Optimization and Expansion – Borrowing Authorization.

 

                        C. Andrews motioned:

                                    If the DPW director confirms that the expansion will increase

                                     the number of affordable housing units, Provincetown Housing

                                    Authority is in support of Article 2.

                        C. Brouillet seconded.

                                                                                                            VOTED: 4-0-0

 

                        Annual Town Meeting – Monday, April 7, 2008

 

ARTICLE 2A:  Residential curbside collection of solid waste and recyclable materials.

 

                        C. Andrews motioned:

                                      Provincetown Housing Authority owns Maushope, Foley House

                                      and a number of residential units in the community.  Affordable

                                      housing is the purview of the Provincetown Housing Authority

                                      and defeat of this Article would increase cost for the

                                      Provincetown Housing Authority and its tenants.  Provincetown

                                     Housing Authority is in support of Article 2A.

                        B. Green seconded.     

                                                                                                            VOTED: 4-0-0

 

           

 

ARTICLE 11:   Community Preservation Budget for FY 2009.

                            2.  Appropriations:

                            C.  Andrews motioned:

                                    The Provincetown Housing Authority supports appropriations 2B

                                    and 2C.

                             B. Green seconded.

                                                                                                            VOTED: 4-0-0

 

 

ARTICLE 29:  General By-Law Amendment: Community Preservation Committee By Law.

 

                        C. Andrews motioned:

                                     Affordable housing is the mission of the Provincetown Housing

                                     Authority and therefore, Provincetown Housing Authority does

                                     not support Article 29, to reduce to 10 percent from 80 percent the

                                     Community Preservation Act funding for affordable housing.    

                        N. Jacobsen seconded.

 

                                                                                                            VOTED: 3-0-1

                                                                                                      B. Green abstained.

 

ARTICLE 30:  General By-Law Amendment: Community Preservation Committee

By-Law.

           

                        C. Andrews motioned:

                                     Affordable housing is the mission of the Provincetown Housing

                                     Authority and therefore, Provincetown Housing Authority does

                                     not support Article 30, to reduce to 10 percent from 80 percent the

                                     Community Preservation Act funding for affordable housing.

                        C. Brouillet seconded.

 

                                                                                                            VOTED: 3-0-1

                                                                                                      B. Green abstained.

 

ARTICLE 33:  One Year Moratorium on 90 Shank Painter Housing Development.

                       

                        C. Andrews motioned:

                                    The Provincetown Housing Authority does not support

                                    Article 33.

                        B. Green seconded.

 

                                                                                                            VOTED: 4-0-0

 

 

 

 

 There being no further business, B. Green made a motion to adjourn at 6:28 pm.
