A Working Meeting of the Provincetown Housing Authority was called to order by Bryan Green, Chair, on Monday, November 19, 2007 at 4:00pm in the Judge Welsh Room, Town Hall 260 Commercial Street, Provincetown, Massachusetts

 

PRESENT:     PHA    Bryan Green, Chair

                                    Cheryl Andrews, Vice-Chair

                                    Nancy Jacobsen, Commissioner

                                    George Bryant, Commissioner

                                    Cathy Reno Brouillet, Commissioner

 

                                    Patrick J. Manning, Executive Director

                       

ABSENT:                  

 

The meeting was held for the PHA Board and Executive Director to attend the Community Housing Council meeting for the review of the 90 Shank Painter Road RFP.

 

The CHC invited the PHA to the table to discuss the RFP. The CHC and PHA discussed the process for input from various Boards; PHA, CHC, CPC and BOS as well as staff to produce a final RFP.

 

The CHC and PHA discussed the issue that the RFP must address the funding from CPA.

 

            MOTION: by C. Andrews that a sentence be included in the RFP that                                     responses be consistent with the Community Preservation Act                               application, seconded by B. Green,

 

                                                                                    VOTED: 5-0-0

 

 

 

 

 

The CHC and PHA discussed a concern regarding the process for selection of tenants. The concern was identified that a developer should not be the entity to select tenants.

 

            MOTION: by B. Green that the tenant selection process entity and the                                     developer will be separate entities, seconded by C. Andrews,

 

                                                                        VOTED: 4-0-1 (ab-CRB)

G. Bryant left the meeting, 5:10

 

The CHC and PHA discussed the income and unit mix of the development. The discussion regarding the use of the Needs Assessment done by consultant John Ryan to guide the income mix in the RFP.

 

            MOTION, by C. Andrews to recommend to the Board of Selectmen to                                   utilize the John Ryan Needs Assessment income and unit mix,                               seconded by N. Jacobsen.

 

                                                                        VOTED: 3-0-1 (ab-CRB)

 

 

C. Andrews motioned for adjournment at 5:50pm, seconded by N. Jacobsen.

                                                                        VOTED: Unanimous to adjourn.
