PROVINCETOWN BOARD of SELECTMEN

A Joint Meeting of the Provincetown Housing Authority and the Board of Selectmen was called to order by Margaret Carroll-Bergman, Chair, on Monday, January 9, 2006 at 7:10p.m. in the Judge Welch Hearing Room at 260 Commercial Street, Provincetown, Massachusetts.

            A Joint Meeting was requested by the Board of Selectmen to discuss the

            issue of an Affordable Housing Specialist. The BOS had received a draft of the job description for an Affordable Housing Specialist. K. Bergman presented the history regarding the need for and role of an Affordable Housing Specialist. P. Manning informed the BOS that the PHA Board had held several Joint Meetings with the Local Housing Partnership regarding the need for and role of an Affordable Housing Specialist. A Joint meeting between the PHA Board and the Community preservation Committee was scheduled but not held due to a lack of a quorum for both Boards.

            The Boards discussed defining the task to be assigned to an Affordable Housing Specialist; income verification, tax abatements, staff support, monitoring of deed restrictions, etc. The Boards discussed; part-time vs full-time, staff position vs consultant, funding, utilizing County resources, etc. The Boards discussed the needs of and funding from the CPC regarding an Affordable Housing specialist.

 

            BOS member Michele Couture requested a February 13, 2006 follow up Joint Meeting. P. Manning informed the BOS that the PHA, LHP and CPC are meeting jointly to further define and clarify an Affordable Housing Specialist and that February 13, 2006 may be too soon. The BOS asked the PHA to keep them informed and schedule a Joint Meeting when the role of and funding for an Affordable Housing Specialist is more concrete. The BOS would like the Joint Meeting as early as possible and hopefully in February. PHA informed the BOS that a Joint Meeting with the LHP is scheduled for Friday, January 20, 2006. PHA and the CPC plan to re-schedule a Joint Meeting. PHA will keep the BOS informed of progress made and schedule a Joint meeting with the BOS when the role of and funding for an Affordable Housing Specialist is clarified.
