Public Comments

Houston Ruggles spoke about his applying for a massage therapist license and since he missed the application deadline dates he wondered if the BoH could make his license contingent on the filing of his completed application. 

Motion:  Respond to the request regarding Houston Ruggles application.

Motion:  Ken Janson      Seconded:  John Livingstone   

     Vote:  3 - 1 against (JA) - 0 abstentions

Houston was told that Brian has all the information and he can review in the near future.  By consensus, the board agreed to hear the application at the next meeting without the applicant present, but he could not have licensed issued until then.

New Business

212 Bradford Street

Title 5 variance

Jason Ellis, R.S. and property owner, Kenneth Kornelson presented the plan.  The property will have a deli and now needs a grease trap.

Motion:  Approve the grease trap plan for 212 Bradford Street with the condition that the revised plan for a baffle be presented to the Health Agent prior to the issuance of a septic system installation permit.

Marek Krajc

New Massage Therapist

Mr. Krajc will be working at the West End Salon.

Motion:  Approve the new massage therapist license for Marek Krajc contingent upon his providing the liability policy and negative T-B test.

Victoria Russell McCominskey

Temporary tattoo artist

The application is in order. She will be working at the West End Salon

Motion:  Approve the application for a temporary tattoo artist license for Victoria Russell McCominskey.

Board of Health Goals & Objectives

Possible Revisions

The goals and objectives were discussed.

Motion:  Approve the 2008 town wide goals and objectives as amended; there were 7 items.

Discussion

Duane asked about the revised floor plans for Heather’s Way?  Jane will send Matt an e-mail.

 

John Livingstone has interest in investigating motorcycle noise as a possible health concern. He wants to do a study on it but wondered if he should do it as a private citizen or as a member of the BoH.

Motion:  John Livingstone was asked – on behalf of the BoH - to investigate motorcycle noises as a possible health concern.

Approval of Minutes for April 26 and May 10, 2007

April 26th did not have a quorum for the vote.

Motion:  Approve the minutes of the May 10th meeting.

Health Agent’s Report

22 Pearl Street

The owner has asked to have their testing reduced to annual for their enhanced nitrogen system.  The property has been in compliance each time regarding the testing for enhanced nitrogen. Jane feels that twice a year would be appropriate, provided all previous testing is in compliance. 

 

Duane suggested making it an agenda item and giving the Board the Title V regulation that specifically addresses this type situation and we can motion on it at the next meeting.   

 

Grease Trap Class

Jane Evans reported on her grease trap class that was held today.  About 30 of the 85 restaurants attended.  There is very little response for the second class being held on July 18th.  After the meeting, she, Sharon Lynn and Ron Gamella agreed not to send out another mailing because the owners had plenty of notification.  The board feels it’s important enough to notify all the restaurants one more time. 

Motion:  The BoH authorizes Jane Evans to send out a 2nd notice for a July 18th meeting on grease traps and also to notify the press about today’s meeting; all notices to be sent first-class mail.  Jane is also authorized to contact the press to see if they can do an enlightenment article on the subject.

Jane reported that as of July 1st she’ll be working 32 hours/week. 

 

Health Inspector’s Report

Next Tuesday there will be a follow-up meeting on a public health issue at the school.

 

Inspections have been busy.

 

 

Board Members’ Statements

Ken Janson:

1)     Why did the J.B. Our Company chose the week before Memorial Day to begin the sewer work which promises to close a few streets for most of the summer? and

2)     Someone told him that there was a property for sale which stated that the storage shed can be used as a storage shed or an artist’s studio.  Ken wondered if it could be a zoning issue?   Jane suggested calling Matt Mulvey.

 

Brian Carlson then presented the BoH with an update of the “Continuity of Operations Plan” for their approval.

Motion:  Approve the plan as presented.
