Public Statements (taken out of order)

Debora Rosen rushed in near the end of the meeting because she wanted to comment on her dissatisfaction with Grand Union.  She said the public bathroom reeks of urine, their bread is sometimes moldy, and she was disappointed because everyone talks about these things but nobody does anything about it.  She feels the refrigeration temperatures are not always what they should be.  She also mentioned the fluorescent lamps in the seafood cases should be shielded in some way (covers or sleeves) and are not.

 

New Business

165 Bradford Street

Title 5 variance

David Coughanower from Eco Tech Environmental Systems in Sandwich presented the plan.  The 5 bedroom dwelling is currently being served by 3 cesspools.  Jane Evans recommends approval of the variances, as this is the only feasible location on the property.

Motion:  The BoH recommends approval with the condition that a deed restriction limiting the number of bedrooms on the property to the existing five be recorded at the Barnstable County Registry of Deeds.  Proof of recording must be provided to the Health Agent prior to the issuance of the septic system installation permit.

Motion:  John Livingstone     Seconded:  Tom Gaudreau      Vote:  3-0-0.

 

21 Dewey Avenue – unit 7

This is a one-story, two bedroom cottage which was built in the 1950s. One of the bedrooms is only 64 sq.ft, but meets all the other BoH criteria for a Bedroom.  The condo docs show it as a two bedroom unit and the septic was designed for a 2BR. The owner would like to add a second story and relocate one bedroom to the second level.

Motion:  Allow the historical use of the two bedroom status for the applicant’s remodeling plans.

Health Inspector’s Report:

Guest Tattoo Artist Discussion

Brian Carlson met with Andrea Tasha, at her request, to draft some language for temporary tattoo technicians; the tattoo culture share their techniques and Ms. Tasha would like to see about regulating these guest tattoo artists.  She would like the board to issue temporary licenses for 10 days but not necessarily consecutive days.  They might come for 2 days during one week and 1 day during another period but for a total of only 10 days a year.  The request was based on allowing them to practice - but for a reduced fee and reduced time.

 

It was met by a less than enthusiastic response from the BoH.  The reasons being the BoH is in place is to protect the health of the public and it would be quite difficult for the health department to attempt to enforce this.

 

No other town has temporary tattoo licenses except for a convention in Boston that allowed one-week licenses.  Duane suggested that if Ms. Tasha would like to further discuss this issue, she would gladly put her on as an agenda item.

General consensus of the board was not to allow for temporary tattoo licensing.

 

Letter from TUSVM – dated Feb 6, 07. 

After reading a letter from Janet C. Martin, D.V.M., Director of Tufts University School of Veterinary Medicine regarding rabies, the following motion was made:

Motion:  Authorize the Health Inspector to write to the above (TUSVM) stating the Town's knowledge of, and support for distribution of oral rabies vaccine in Provincetown for both the spring and fall of 2007; in addition, they are given permission to conduct follow-up trapping work along roadsides and on Town-owned property to evaluate their vaccin­ation program's success.

Motion:  Duane Gregory    Seconded:  Tom Gaudreau       Vote:  3-0-0.

 

Memorandum of Understanding

Brian Carlson, who has been very active in Emergency Planning for the Town of Provincetown, presented a Memorandum of Understanding (MOU) between the Cape Cod Medical Reserve Corps: Dennis Church of the Nazarene and the Town of Provincetown.

 

After discussion, the Board decided that not enough was known about the group or their affiliation.  Brian was going get more details and present them at the next meeting.

 

BoH Discussion:

Duane wondered if the Health Department would have anything going on the warrant.  Not that anyone knew about.

 

Duane Gregory suggested the April 12th meeting be cancelled.  (Town meeting week.) 

 

Due to a citizen’s concern, the board suggested to the Health Agent and Health Inspector there should be spot checks at the G.U.

 

 

Health Agent's Report

Bissell Tennis Courts has a new owner and they are proposing building townhouses on the property.  They have building plans which include a loft.  Jane suggested it needs to be open railing and a deed restriction would be put in place stating it not be used as a bedroom.  The board agreed this was the protocol to meet our bedroom definition.

 

A lot of people expressed interest in signing up for the sewer system and then didn’t sign up. 

 

The new Building Commissioner, Matt Mulvey, is in place.  He’s commuting from Weymouth and Wednesday was his first day.

This was not discussed.
