with the requirement that the Owner must pump the existing septic system as
needed in order to avoid back up into the dwelling or discharge to the surface.

Discussion
Water & Sewer Board
request for sewer connection criteria
Austin Knight represented the
Water & Sewer Board. He stated that board has been meeting with BOS in meetings
facilitated by John Goodrich to develop criteria for the next phase of sewer
connection, which will be presented to Fall Town Meeting. The BoH decided to
add the following clause: Property owners have the right to request waiver of
sewer connection on a case by case basis.
Motion: To accept criteria as presented with the added
clause.

Review proposed addition to
BoH regulations (Article 19) designating Areas of Critical Environmental and
Public Health Concern
Members expressed concern
that this regulation would hurt people who have been issued previous variances
by the BoH and discussed the need for an appeal process.

Article 19

Jane Evans
presented a request from Sandy Turner, DPW Assistant Director to designate
the soccer field and skating
park as “No Dog Zones”.
After much discussion the
following motion was presented:
Motion: To add to BoH regulations, Part XIII Dog
Restraint, Article 2, Section 1:
For public health and sanitary purposes the Board of
Health requires all Town of Provincetown owned public playgrounds, including
schools, and playing fields to be declared dog free zones. However, dogs will
be permitted on leash, on the perimeter of field during games or practices and
in compliance with all other Dog by laws.
