The
meeting was called to order at 3:06pm.

Revoke
massage business/therapist licenses
A
few minutes before the meeting was to begin, Jane Evans received a phone call
from a law firm representing Ms. Fraschilla. They asked that the meeting be
postponed. Jane explained this was an emergency meeting and it would not be
postponed. Jane will copy necessary correspondence to the attorney.
Jane
presented her written account of the situation (attached) to the board. She
also pointed out the local health regulations that were being violated: Part
IV, Article 1, section 6, subsections L, N, O and Q.
Before
discussion began in earnest, Dan Brown informed the board that his partner
holds a massage therapist/home business license. All agreed that, under the
circumstances, it would be best for him to step down. Dan left the room and
Vice-Chair Duane Gregory took over the meeting.
The
health agent, health inspector and the remaining board members had a great deal
of discussion regarding the seriousness of the violations and the threat to the
public health. Based on the discussion, Duane Gregory offered to make a motion.
Motion:
Duane Gregory made a motion pursuant to Part IV, Article 1, Section 8 of the
Provincetown Board of Health Regulations to:
1.
Revoke
the massage therapist license issued to Deanna M. Fraschilla d.b.a. Deanna's
Healing Hands
2.
Revoke
the massage business license issued for 206 Commercial Street, Unit 1C.
3.
Issue
a fine of $100.00. Each day in violation of this order will constitute a
separate offense and will be fined accordingly.
4.
Require
Ms. Fraschilla to surrender the massage therapist and the massage business
licenses issued by the Town of Provincetown to the Health Agent or Health
Inspector immediately upon receipt of this order.
Ken
Jansen seconded the motion and it passed 3-0-0.
Motion: Duane Gregory
made a motion to adjourn. Ken Janson seconded the motion and it passed 3-0-0.
The
meeting adjourned at 3:35pm.
