Meeting of the Board of Fire Engineers

 

February 7, 2001

 

 

Meeting convened at 7:36 p.m.

 

Members present:        Michael S. Trovato, Chief

Chief’s Report

 

Provincetown Fire Department will be awarded $14,844.00 under the Firefighter Safety Equipment Grant Program for the purchase of 8 Air Paks.

 

Chief met with Director of Municipal Finance Bruce Miller. $6,545.70 remaining in the A Budget Line item 5121. Request was made for funds to be transferred into the Building Repairs Line item in the B Budget for building repairs needed at the Johnson Street Station. 

 

Oil tank at Johnson Street Station has been condemned. New tank needed.  Building & Grounds will pour the pad for the tank.  Cape Cod Oil will then install a Roth double walled tank.

 

Building repairs under completion at Station #5 discussed.  Cost of insulation and shingling will be researched. 

 

Main Station roof is leaking.  Building & Grounds Division will be asked to check out the leak.  Ladder truck may be needed to find the leak.

 

Boards appointment papers will be submitted to the Town Manager.

 

3 Bids received for the purchase of Old Rescue Vehicle 196:

                                                                                               

A. J. Quirk - $ 500.00

                                                            Loring Russell - $ 657.00      

                                                            Tri-State Auto Brokers - $ 263.00 

 

Board in favor of recommending the bid be awarded to the highest bidder Loring Russell for $657.00. Town Manager will be advised of the board decision.

 

Fire gear needed for Jeffrey Francis and Scott Enos.  Helmets will be ordered for Jeff Perry and Joel Macara.

 

New Fire Vehicle 195 will be delivered on March 3, 2001.

 

Air Horn valves from the Town Hall roof have been sent off to LW Bills Co. for repair.

 

Mutual Aid Meeting will be held with James Meads, LCA, Fire Chief Prada from Truro,  Chief Roy Jones and Chief Height from Wellfleet.  Radio procedures will be reviewed at the meeting.  Dispatchers will also be advised of the department’s radio procedures.

 

House Reports

 

Engine Company #3

 

A.J. Quirk was able to slow down the air leak on #3 but its not completely repaired.

 

Engine Company #5

 

Cecil Watkis retired from the department.

Moe Van Dereck retiring from the department due to health reasons. Equipment returned.

 

Rescue

 

Rescue vehicles inspected by State Inspector Phil Ethier. Deficiencies noted were:

ú       Replace & Document Latex Free BP Cuff & Stethoscope

ú       CPR Board not accessible in patient compartment

ú       Loose O2 Cylinder-Not mounted in compartment

ú       Provide manufacturers specs. for pre-heating IV Solutions     

ú       Right cab door courtesy light out

ú       One high beam out over bench

ú       Two lamps out over Rear Door

ú       Sticky substance on Full Spine Board

ú       Parent rights & Patient restraint policies not readily available to staff

 

Motion: Roderick motioned to accept Article 21: Wolf seconded the motion; All in favor.

 

January 15th Rescue Meeting actions:

 

Jeff Francis voted to Regular status in the Rescue Squad.

 

Motion:  Wolf motioned to approve the rescue vote to move Francis to the position of Regular; Roderick seconded the motion; All in favor.

 

Lorne Russell, Jim Golden and Mike Anderson will take over the Stewards duties while the rescue steward is out due to an accident.

 

Tom Steele and Jessica Curtin voted in by the rescue squad as Regular members. Steele regular position will take effect 1/1/01.

 

Motion:  Wolf motioned to accept the squads vote; Roderick seconded the motion; All in favor.

 

Kenneth Oxtoby and Joel Macara have resigned from the training committee.

Marilyn Monks, Jeff Francis and Rosemary Henrique will take over the position.

 

Motion: Wolf motioned to approve Monks, Henrique, and Francis to the Training Committee position; Roderick seconded the motion; All in favor.

 

Jeff Francis voted in as Lieutenant of Rescue by the Squad.

 

Motion: Wolf motioned to approve the squad’s vote; Alexander seconded the motion for discussion:

 

Alexander stated that he had planned on voting for Francis as Lt. but then  heard a radio conversation between two rescue members, Golden and Francis, which was totally unprofessional.  He added that until there was respect for department radio procedures, he would not vote for Francis.

 

Vote of the board:  Wolf in favor; Roderick abstained; four opposed.

 

Justin White submitted an application for the Town seat in the Paramedic Course. White will be asked to attend a board meeting to discuss his commitment to complete the course.

 

Motion: Roderick motioned to approve Justin’s request to apply for the Town Paramedic

              seat; Alexander seconded the motion; All in favor.

 

Mock Accident Drill to be organized at the High School.  Oxtoby asked for help from other department members in organizing the drill. Drill will be held at the end of April, beginning of May 2001.

 

New member Denise Russell submitted her physical form.  Physical was taken for a Police position in Truro. The Chief will speak to Dr. Alberts re the physical.
