Meeting of the Board of Fire Engineers
May 4, 2005

Chief Trovato suggested placing the 2005 crew on before Memorial Day weekend. Extra duties would include cleaning the apparatus bay at the Main Station. The Johnson Street Station will also be cleaned out. Complaints regarding the Hazardous Waste barrel in the apparatus room not being emptied, Bunker gear being left on the apparatus bay floor, the Hose tower being filled with hose for months, and the disposal of the old simulcast cabinet were discussed.
Board members will go through the stuff being stored at the Johnson Street Station and dispose of any and all junk.
Motion: Wolf motioned to place the rescue standby crew on duty 2 days prior to Memorial Day weekend (May 25th) for the purpose of cleaning the Main Station apparatus bay and the Johnson Street Station; Roderick seconded the motion, All in favor.
Pre-Hospital Trauma Life Support class discussed.
Payment for the class will be divided between members of Provincetown F.D., Truro F.D. and Lower Cape Ambulance. Payment of no shows discussed.
Wolf stated he was in favor of paying for training of department members who participate in the rescue squad and would vote the same.
Motion: Roderick motioned to pay for students who were members of the Rescue Squad; Wolf seconded the motion, All in favor.
Chief Trovato suggested a new policy be written stating that members who sign up for a class will be responsible for payment if they do not show up. Lt. White advised the board that there were only a few classes that were charged by the student.
Discussion between Wolf and Alexander ensued regarding sign up sheets. Training officers should be responsible for sign up sheets. New sign up sheets will inform students that if they sign up for the class and don’t attend, they will be responsible for payment of their seat. Students will also be advised that if there is a fire call the night before a class they should not respond to the fire call. If a second tone is sounded for help, they should respond to the call.
Application/Permit for 2005 Fireworks from Ocean State Pyrotechnics signed by the Chief.
Seasonal Rescue Standby Applications reviewed.
Motion: Roderick motioned to recommend all 26 applicants to the Town Manager, including John Shannon; Wolf seconded the motion, All in favor.
Town Clerk, Doug Johnstone will swear in applicants at the rescue squad’s May 10th dinner and meeting.
Rapid Intervention Training class will be scheduled in town for the fall. Managing May Day class may be scheduled as well.
Specifications for New Fire Engine 194 discussed. Chuck from Ferrara Fire Equipment Co. and Chief Trovato reviewed the specs for the new fire engine. Work session with the board will be scheduled to review the specs.
Firefighting Equipment Grant approved by the Board of Selectmen at their April 11, 2005 meeting. Quotes on Akron model # 1494 clamp on electric ladder pipe nozzle for Ladder 2 will be requested from Middleboro Fire Apparatus, now called Polytek and Ferrara Fire Apparatus. American Fire Equipment sells the parts but does not install the equipment. Chief Trovato will also contact Ed Lyons Fire Equipment Co. re the nozzle.
Purchase of 2-½ inch Nozzle for #5 discussed. Wolf will choose the nozzle he needs.

Fire Alarms Systems in Town owned buildings discussed.
Memo will be sent to David Guertin (DPW) recommending contracting a fire alarm company to inspect all town owned buildings annually. Batteries should also be on the check list.
4th of July Parade will be held on Monday, July 4th from 11:00 a.m. to 12:30 p.m. Rain date will be July 5th.
Non-paid Auxiliary/Non-Firefighter and Non-Paid Auxiliary/Rescue positions discussed.
Chief Trovato reminded the board that the Rescue Steward (Julie Cataldo) and the Main Station Stewards (Brandy Tarala and Lisa Potter) were voted into the position of Non-Paid Auxiliary Rescue in order for them to hold the Stewards positions since they were not members of the department. He added that if they wanted to be voting members in the rescue squad they would have to be voted in by the membership.
Non-paid Rescue Auxiliary/Non-Firefighter position: Primarily filled by Lower Cape Ambulance staff members, who do not reside in Provincetown or Truro, but do cover 24-hour shift for Lower Cape Ambulance. The membership has a right of Company vote, can assume and be compensated for the Rescue Steward position.
Non-paid Auxiliary Fire Fighter Position: A person at least eighteen (18) years of age, who does not reside in Provincetown or Truro, however, is employed in Provincetown. The member must be voted in by either an Engine or Ladder Company membership and approved by the Board of Fire Engineers for an initial trial membership of one (1) year.
Motion: Roderick motioned to approve the description of the positions, Menangas seconded the motion; Wolf abstained, all others in favor.
Outdoor mailbox was damaged by snowplows during the winter. New mailbox will be ordered.
Motion: Wolf motioned to purchase a new Mail Package Drop Box #4375 from Salsbury Industries (mailboxes.com) Alexander seconded the motion, All in favor.
AED Training and installation of units in town building discussed. Wolf will continue
working on the program.
Posted meeting (if Roger Martin can attend) or Work Session will be held on May 11, 2005.
Brian Alexander requesting a transfer from House #4 to House #5.
Motion: Wolf motioned to accept the vote of the house (10 in favor) to transfer Alexander from House #4 to #5; seconded by Roderick; Alexander abstained, all others were in favor.
Question arose regarding Brian Alexander work limitations due to a medical condition. Letter will be sent to Brian Alexander requesting a letter from his physician stating any work limitations as a member of the fire department.

David Gonsalves resigned from the position of Steward as of May 1st. Captain Flores will assume the responsibilities of Steward until someone else is interested in the position.
