Minutes of the Finance Committee Meeting, Thursday, March 15, 2001 Judge Welsh Meeting Room, Town Hall, Provincetown, MA 02657

The meeting was called to order by Chair Bill Dougal at 4 P.M.

Those present were Chairman Bill Dougal, Jennifer Bedard, Gail Enos, Sue Buerkel and Alice Foley. Robert Vetrick, Irene Rabinowitz, Ruth Gilbert and Gordon Siegel were excused. Rick Holland is expected to arrive late. Town Moderator Rosalyn Garfield was also in attendance.

I.               The minutes from March 13, 2001 were approved 4-0-1.

II.            Public Hearing for FY 2002 CIP was opened. There were no comments from the public. Alice Foley made a motion to close the public hearing, Gail Enos seconded and it passed unanimously.

III.        Bill Dougal handed out the following information

IV.           Review of Town Meeting Warrant

ð      ATM-38 FY2002 Human Services Grant Program (Dave Eliseo)

Bill Dougal recused himself as he is on the Board of Directors of PASG,

which is a grant recipient. This meant that there was no quorum so it was put on hold until Rick Holland arrived.

ð      Cape End Manor (Dennis Anderson)

Reviewed proposed budget deficit.

 

Rick Holland arrived at 4:35PM

 

ð      STM-18 Transfer $100,000 from overlay surplus to Cape End Manor.  Bill

Rick Holland made a motion, Alice Foley seconded and it passed unanimously.

ð      ATM-38 (Dave Eliseo)                     Alice

Bill Dougal recused himself. Alice Foley made a motion, Gail Enos seconded and it passed 5-0-0.

ð      ATM-3 Abolish Cape End Manor Enterprise Fund                    Bill

Alice Foley made a motion, Sue Buerkel seconded and it passed unanimously.

ð      ATM-4 Cape End Manor Enterprise Fund                      Bill

Alice Foley made a motion not to recommend, Gail Enos seconded and it

passed unanimously.

ð      STM-4 Upgrade Leaching Area E to create a ball field           Alice

Alice Foley made a motion to recommend contingent on the sewer project, Gail Enos seconded and it passed unanimously.


ð      ATM-39 Provincetown Youth Hockey                   Gail

Gail Enos made a motion to recommend subject to Recreation Director submitting plan for expenditures, Sue Buerkel seconded and it passed unanimously.

ð      ATM-23 Establish Minimum Fair Cash Value for Personal Property Taxes[1] (Dana Farris)          Rick

Bill Dougal recused himself. Alice Foley made a motion to recommend Gail Enos seconded and it passed 5-0-0.
