Meeting Minutes
Monday, March 22, 2004
Chair Ruth Gilbert opened the meeting at 4:00 PM noting the following attendees:
Present: Chair Ruth Gilbert, Vice Chair Sue Buerkel, Ann Maguire, Gail Enos, Matthew Clark, Robert Vetrick, Mark Leach and Ginny
Ross.
Excused absent: Tom Thurston.
Also present: Town Manager Keith Bergman, Cape End Manor CEO Dennis Anderson.
Chair Ruth Gilbert opened the Capital Improvements Public Hearing portion of the meeting at 4:04 PM and this portion was left open for 15 minutes.
Nobody from the public was present.
Minutes from March 16th meeting were reviewed. Motion: by Robert
Vetrick, seconded by Mark Leach to accept as amended and it passed
8:0:0.
Minutes from March 18th meeting were reviewed. Motion: by Ann
Maguire, seconded by Ginny Ross to accept as amended and it passed
8:0:0.
Chair Ruth Gilbert closed the Capital Improvements Public Hearing portion of the meeting at 4:19 PM.
Motion: by Ann Maguire, seconded by Gail Enos to vote pursuant to Massachusetts General Law, Chapter 39, Section 23B, Clause 6 to go into Executive Session to consider the purchase, exchange, lease or value of real property and to reconvene in Open Session thereafter. SPECIAL TOWN MEETING ARTICLE REVIEW
ARTICLE 1 - COMMUNITY PRESERVATION
Town Manager urges Finance Committee to support this measure stating that The Community Preservation Act contains the only source of funding that they found that would match local dollars with State dollars for the foreseeable future to address issue of affordable housing among others but it would mean a 3% surcharge on the property tax. If it passes, it would go into effect on July 1st FY05. This additional 3% tax would bring increase in property taxes up to approximately 8%.
Motion by Robert Vetrick to not approve, seconded by Matthew Clark 4:3:1. No recommendation; can revisit it.
ARTICLE 4 - CAPE END MANOR FY04 SUPPLEMENTAL APPROPRIATION
Committee had voted to approve. All will be spokesmen regarding this article.
ARTICLE 5 - CAPE END MANOR CARE CAMPUS OPTIONS Motion: by Ann Maguire, seconded by Ginny Ross to approve and it passed 8:0:0. Mark Leach will speak on it.
ARTICLE 6 - RECREATIONAL FACILITY IMPROVEMENTS
PLANNING
Motion: by Ann Maguire, seconded by Robert Vetrick to reserve
recommendation and it passed 8:0:0. Ann Maguire will speak on it.
ARTICLE 7 - CAPITAL IMPROVEMENTS
1. SBA-Reimbursable Repairs to Provincetown High Schools - vote will be tabled until Friday.
2. Parking Vehicle - already voted to approve parking vehicle. Gail Enos will speak on it.
3. Transfer Station Hauling Trailers - already voted to approve. Sue Buerkel will speak on it.
4. MacMillan Pier Reconstruction - Town Manager informs Committee that a determination has not yet been made regarding bringing this forward. Reserved.
ARTICLE 8 - INCREASE PARKING FINES
Town Manager urges Committee to approve.
Motion: by Robert Vetrick, seconded by Gail Enos to approve and it
passed 8:0:0.
Gail Enos will speak on it.
Motion: by Matthew Clark, seconded by Gail Enos to adjourn meeting and it passed 8:0:0.
