Minutes of the Finance Committee Meeting, Tuesday, March 18, 2003

Present: Chair Sue Buerkel, Jennifer Bedard, Tom Thurston, Rick Holland and Ruth Gilbert

Meeting was called to order at 6:05PM

Also present: Town Manager, Keith Bergman

Minutes of March 13, 2003 meeting were reviewed.  Motion to accept with the following changes: page 3, Tom Thurston will speak on ATM-4.2. page 4, correct spelling is Robert Caghill.

Ginny Ross arrived at 6:07PM

 Moved: Tom Thurston, Seconded: Ginny Ross.  Accepted unanimously 6:0:0.

 

Chair Sue Buerkel opened the Public Hearing on Capital Improvement Plan Articles in accordance with 9-2-4 of the Provincetown Charter.

There were no speakers and hearing was closed.

 

Continued Review of Special and Annual Town Meeting Articles

 

Town Manager, Keith Bergman handed out an updated article tally sheet and a memo dated March 18, 2003-April 7, 2003 Special & Annual Town Meeting Articles with Financial Implications.

ATM-29 Human Services Grants Program (David Eliseo)

Request of $47,654, increase of $1674 which reflects increases for those groups that have been level funded for years and for those groups that provide emergency housing funds because needs have increased. Cape Cod Human Services was only group that didn’t apply this year, Gosnold has picked up a lot of those services. All groups that applied were given grants.

Question as to whether Finance Committee will have a quorum to vote on STM-10 was raised and many members are in the Real Estate business.

($33,744.94 and $67,489.88)

STM-23 FY 2003 Budget Adjustments-transfers $408,572

STM-22 FY 2003 Wastewater Enterprise Fund-shifts $100,000

STM-24 Use of Old Article Balances to Reduce FY 2003 Property Tax-reduced by $213,087.88

STM-25 Use of Free Cash to Reduce FY 2003 Property Tax-reduced by $600,000

Chair Sue Buerkel handed out Finance Committee message to Town Meeting from last year so members can begin to think about drafting this year’s message.
