Public Statements: introductions: Assistant Town Manager David Gardner and Building Commissioner Russell Braun.

 

Appointment:

Steve Melamed: MOVE to appoint Marty Huey to PEDC; second by Thanassi Kuliopulos, approved 6-0.

 

Business Summit:

Tomorrow, October 18th at the Provincetown Theater.

David Gardner will provide badges. Town Manager Sharon Lynn suggested during opening discussion, presentation on sewer update.

Potential for dialogue about location neutral development opportunities – that is, people can e-work anywhere, partly due to technology, the change in business culture, and baby boomers looking for permanent or other home with certain characteristics. How do we appeal to them? Need good transportation; be part of a community that is unique and exciting. Can be part-time residents.

Date for Business Summit 2 – Wednesday, November 28, 2007.

 

Street Repaving STM Article 6:

Bonnie Adams Campbell recuses herself.

Marty: Repaving is a lot more complicated  - identity issue – is it a rural path? What about boundary issues, encroachments, property lines, legal issues, potential for litigation.

Town meeting article – is it just for Commercial Street?

Process – was $15,000 and future money put out for competitive bids?

Agree that current condition is deplorable, winter may add additional problems with plowing.

What about other materials – concrete vs. asphalt?

Need long-term permanent solution. If just add another layer could lead to water run-off issues.

What is it that we want Commercial Street to be?

Public process decision – sidewalks, parking. Might take many years to determine the correct measures, therefore better to patch/overlay in meantime.

Should Indefinitely postpone article until Spring, need more public process.

 

Todd Dever: MOVE that the EDC recommend postponement of Article 6 in order to undertake a public process to determine a specific comprehensive bid specifications to include alternatives which consider the economic impact to the Town and public input. Note that not against basic concept. Second Michael Carroll. Approved 5-0-1.
