Community Preservation Committee minutes, March 18, 2008     9:00-11:30

 

Members present:  Bill Dougal, Elaine Anderson, Steve Milkewicz, Celine Gandolfo, Dennis Minsky (recording);  excused absence:  Mona Anderson   also absent:  Bryan Green and Cass Benson;  present for first half hour of the meeting:  David Gardner

 

-Dennis Minsky moved, and Elaine Anderson seconded, to form a subcommittee to prepare  a flyer and related presentation regarding Article 11 for the upcoming Town Meeting (members:  Minsky, Gandolfo, Milkewicz, with E. Anderson) .

-Dennis Minsky moved, and Steve Milkewicz seconded, to delete “conversion to a handicapped bathroom” from Article 11, section F.  approved (5-0-0)

 

-Elaine Anderson moved, and Steve Milkewicz seconded, to recommend indefinite postponement for Articles 17 and 18.  approved (5-0-0)  It was discussed that the Board of Selectmen, in a straw vote on March 10, had voted similarly on Article 17.  It was also discussed that members of the CPC should be prepared to speak on these articles, along with Historic and Open Space Committees.

 

-Article 28 was discussed, but it was generally decided that it did not have a direct impact on CPC, and no vote was taken.

 

-Elaine Anderson moved, and Steve Milkewicz seconded, to recommend indefinite postponement for Articles 29 and 30.  approved (5-0-0).  It was discussed that movement on these articles would be premature until the issues in Articles 17 and 18 are resolved.  The primary issue is the priority of affordable housing in Provincetown.

 

-Article 32 was discussed briefly and it was decided that it was not relevant to the CPC, and no action was taken.

 

-Article 33 was also discussed briefly and the consensus was that it was not directly related to the CPC, and no action was taken.

 

-Dennis Minsky moved, and Elaine Anderson seconded, to invite the sponsors of Articles 28, 29, 30, and 33 to the April 1 meeting of the CPC.  Approved (5-0-0)

 

-Dennis Minsky moved, and Elaine Anderson seconded, to postpone a discussion of signeage until the next meeting.  Approved (5-0-0).

 

-Steve Milkewicz moved, and Dennis Minsky seconded, to approve the minutes of March 10.  approved (5-0-0)

 

-Dennis Minsky moved, and Elaine Anderson seconded, to approve the March 4 minutes as corrected.  Approved (5-0-0)

-Bill Dougal moved, and Elaine Anderson seconded, to devote the May 20 meeting of the CPC to the impact of eliminating the Land Bank.  Approved (5-0-0)

 

-Dennis Minsky moved, and Celine Gandolfo seconded, to adjourn the meeting at 11:30.  approved (5-0-0)
