Chairman Elaine Anderson convened the meeting at 9:05 a.m. noting the following attendees:

Members present: Elaine Anderson, Chairman; Mona Anderson, Vice Chairman; Howard Burchman; Bill Dougal; Austin Knight; Stephen Milkewicz; Molly Perdue

The following are meeting minutes, in brief:

 

UPDATES

 

Keith Bergman reported on the results of the Housing Summit.  John Ryan has been continuing his work with the working groups.  The next round of meetings will be in a week or two and information on them will be posted on the Town’s web site.  There should be a plan of action by early December, so that warrants can be ready for the spring town meeting. 

 

Regarding the Cumberland Farms property, the engineers are still in discussion about the cleanup.  Mr. Bergman had nothing specific to report.

 

Mr. Bergman said that he will be presenting the final deed restrictions for the Pilgrim Monument and Provincetown Museum at the next BOS meeting.

There were no public comments.

 

 OTHER BUSINESS

 

Elaine Anderson raised the question of a warrant article for the special town meeting. It would request funds for consulting fees, since the amount that the CPC had been given has been spent.  After some discussion it was decided to not request funds at this time since as much as $200,000 may be needed to implement the future plan of action from the housing summit.  The committee decided it would be better to wait until they had more information.  Keith Bergman said some funding could possibly be obtained without a warrant article from the Affordable Housing Trust Fund.   Bill Dougal proposed a motion to state publicly what was expected from the working groups and John Ryan.

MOTION: Move to recommend to the Board of Selectmen that it be assured that the Strategic Plan for Community Housing will be submitted to the BOS by December 2006 by consultant John Ryan and include, at a minimum, the following components:

1.          Total number of housing units to be created

2.          Specific locations where specified numbers of units would be created

3.          Number of units by income eligibility

4.          Financing plan

5.          Government and management structure

6.          General by-laws and zoning by-laws required to achieve plan

7.          Any other measures necessary to implement plan

The committee members talked about the timing between when the plan would be ready and the spring Town Meeting.  Keith Bergman said that John Ryan was very aware of the timetable.  It was stated that community education would be a very important part of the process. 

Problems of the business community were also discussed.  It is hard for the business community members to support affordable housing when they are also dealing with high rents.  The members discussed the link between economic development and affordable housing.  There is a working group about this issue which needs more support.  One idea was that affordable commercial rental units could be developed within housing projects.  It was suggested that CPC members try to get more business people involved and that perhaps the EDC could hold an economic development summit.

After more discussion the committee asked Chairman Elaine Anderson to talk to the chair of the EDC.  It was suggested that CPC members attend the EDC meeting the following day. 

 

The discussion then turned to the selling of Firehouse #2.  Several members felt that it should not be sold until the strategic plan was developed.  The property could possibly be turned into affordable housing.  A motion was proposed.

MOTION: Move that the CPC oppose the sale of Firehouse #2 and any other Town-held property until such time as a community housing plan and an economic development plan are in place and a recommendation can be made to the BOS on the disposition of the properties.
