TUESDAY, SEPTEMBER 12, 2006
Chairman Elaine Anderson convened
the meeting at 9:10 a.m. noting the following attendees:

The following are meeting minutes, in
brief:
UPDATES
Keith Bergman was unavoidably delayed,
so Elaine Anderson gave some updates.
Cumberland Farms has completed its environmental study and are
negotiating with the Town about the cleanup.
CF would like the Town pay $300,000 towards the cleanup. CF would then
be responsible for anything above that.
If the Town agrees, the BOS may come to the CPC for the money. CPC members were concerned about the details
of the cleanup and whether the Town would be left with any financial
responsibility.
Elaine Anderson said that the deed
restrictions have been presented to the Pilgrim Monument and Provincetown
Museum. The director of the PMPM called
and said that they have not finished reviewing them, but should be done by the
end of the month.
The Provincetown Housing Authority has
approved $15,000 for John Ryan’s consulting fee, as well as $20,000 for
emergency housing assistance. The CPC
now has no more funds for consulting services should they be needed. It was suggested that the CPC present a new
warrant article at the next Town Meeting for an additional $25,000 to be used
for consulting fees should they be needed in the future. After the Housing Summit the CPC may have
additional warrants to bring to the Town Meeting.
HOUSING SUMMIT
The agenda for the Housing Summit was
presented and discussed. A video will
be shown at the summit giving the history of the housing problem. It was suggested that the CPC should hold a
meeting concurrent with the summit in case any decisions need to be made by the
committee. They would also like to meet
to discuss the summit at the end of the day.
Elaine Anderson said she will have the Town Clerk post the agenda. Keith Bergman arrived at this time and said
that for legal reasons, it was probably necessary for the CPC to be in session
at the summit. Mr. Bergman said that
about sixty people had signed up so far.
Mr. Bergman said that he had no
additional updates, but that the Cumberland Farms proposal was still
progressing and a viable project.
PUBLIC COMMENT
There were no public comments.
OTHER BUSINESS
Elaine Anderson said that in addition to
the 9/21/06 meeting there will be a meeting on September 26th. One topic for discussion will be the
upcoming warrants.
Keith Bergman said that he continues to
be optimistic about the DPW site initiative.
It could free up five acres for affordable housing and the BOS has
okayed a sewer hookup to the location.
Mr. Bergman said that the National Seashore superintendent, George
Price, seems to be very supportive of the idea. There was a discussion about the Seashore’s possible need for
seasonal housing. Mr. Bergman felt that
the Seashore’s focus was more on environmentally friendly fuels than affordable
housing.
