Public Meeting of

November 16, 2004, 5:00 PM

 

Members Present: David Nicolau, Chairman, Elaine Anderson, Vice Chairman, Eric Dray, Barnett Adler, Margaret Carroll-Bergman, Tim Hazel, and Bill Dougal

 

Unexcused Absence: Stephen Milkewicz

 

Also Attending: Ted Malone, Community Housing Project and Celine Gondolfo, Open Space Committee

 

A quorum being present, David Nicolau called the meeting to order at 5:00 PM.

 

Public Meeting

 

Celine Gondolfo handed out a flyer regarding a conference “Designing a Better Cape Cod” to be held on November 18th in Hyannis. She also submitted a color photo showing Dennisport Revitalization Re-zoning. She spoke about using certain space for affordable housing.

 

Elaine Anderson explained to the members why Ted Malone was asked to this meeting which was to answer questions committee members have such as processing applications for affordable housing. Ted Malone suggested having a general discussion and he will get specific information and return to another meeting.

 

Bill Dougal asked about specifics regarding the building of condos in Truro and the effect on the use of Provincetown water.

 

Eric Dray felt that the CPC needs information on how to respond to proposals for affordable housing when received.

 

There was a general discussion on getting funds for affordable housing and Ted Malone gave information on the costs to construct each unit. He felt that the CPC would get good use from underutilized space, i.e., on Commercial Street above the stores that now are mainly used for storage. The members discussed the use of existing properties for affordable housing.

 

Eric Dray suggested that the CPC approach the Town with two ideas; large development and small-scale projects.

 

David Nicolau suggested that there be s subcommittee to work on finding particular sites.

 

Eric Dray asked Ted Malone what type of person has need for affordable housing. Mr. Malone said that he has 500 people on his list and more are in the market for rental than ownership. He also explained how applicants are selected and the criteria used. The Community Housing Project uses a 10-page application.

 

Mr. Malone will return to another meeting with specific information such as a demographic breakdown, etc.

 

David Nicolau stated that the Nantucket RFP has the most important information and mission goals which can be used by the Provincetown CPC. He asked the members to read the RFP and make comments on it.

 

Bill Dougal wanted it known that having Ted Malone at the meeting was for an information gathering mode and not a strategy-developing mode.

 

David Nicolau could not give a report on the CPA conference as he could not attend due to inclement weather.

 

He stated that Keith Bergman, Town Manager, mentioned that Molly Perdue of the Recreation Commission would be appointed to the CPC depending upon her schedule.

 

Next Meeting

 

The next meeting will be on Tuesday, November 16th at 5:00 PM.
