A
quorum was established and David Nicolau, Chair, called the meeting to order at
10:20 AM
Discussion of Information from Members About Numbers and Information Each Member Acquired on Housing
Mr.
Arturo Alon, Provincetown Housing Authority (PHA), came to observe at this
meeting and will have some public statements at the next meeting.
Lincoln
Sharpless handed out information such as a list of the Fire, Police and School
Departments and the percent of home owners employed in each (as of 2003). The
idea behind the survey was where would the people go when they retire. Eric
Dray asked how many qualify as medium and low income and the percentage
residing in Provincetown. After a discussion, Lincoln Sharpless will contact
the Provincetown Business Guild (for example) for information regarding the
working age group who want to establish their homes in Provincetown. Eric Dray
asked how many staff people are being lost due to lack of housing.
David
Nicolau asked what parts of the articles of the Growth Management By-law should
the CPC give money to.
Lincoln
Sharpless also discussed the use of the DPW garage land, which is 8 acres, for
affordable housing and move the garage to another location.
Elaine
Anderson spoke to Pat Butler, former Chair of the Nantucket Community
Preservation Committee, and was told by Ms Butler that the CPC is an incredible
organization for the community. Eric Dray pointed out that they should learn
how other town CPCs got started. He spoke to other CPCs and found that they
developed their plans without the hiring of a paid consultant and stated that
Provincetown does not have to hire a consultant.
David
Nicolau said that the Committee members should read the information and reports
handed out by Lincoln Sharpless, including the Community Housing Report 2004,
before the next meeting.
Both
Lincoln Sharpless and Tim Hazel said that a CPC mission statement should be
written. Margaret Carroll-Bergman said that she talked to the Chair of the
Newburyport CPC and was told that their members did most of the work. The
Town’s master plan was their roadmap.
The
Chair asked the members to make a list of the 10 most important items to give
money to. Elaine Anderson said she may get a list from Nantucket which she will
email to the members.
A
motion was made to accept the minutes of the September 27th meeting
with minor changes.

There
was a short discussion about the need for a member from the Recreational
Committee.
