Public Meeting

 

David Nicolau called the meeting to order at 5:32 introducing the members of the Community Preservation Committee (CPC) present.

 

Mr. Bergman sent a memo to committee members regarding the Community Preservation Act – FY2005 Budget Estimate – Appropriation Article. He discussed this memo and explained the needs and appropriation of funds.

 

A general discussion of appropriating funds ensued. Bill Dougal suggested that a memo should be taken to the committees represented by the CPC members. He would like other groups (such as Open Space and Historical Commission to come the a CPC meeting with a plan for funding.

 

Keith Bergman spoke to two consultants recommended by Dorrie Pizzella for their assistance and he stated that there is a need for someone to help verify “numbers” the CPC comes up with.

 

Barnett Adler asked who decides where dollars are going for affordable housing. Mr. Bergman replied that the CPC does.

 

David Nicholau thought that there should be a meeting on what does the CPC want to do with the funds and them meet with two consultants for guidance.

 

Bill Dougal stated that the CPC should find out as to what has been done in the way of affordable housing such as who lives there, etc. Margaret Carroll-Bergman said that the committee might not be able to get this information due to confidentiality laws. Mr. Dougal said that they should determine who should be first for housing such as police, volunteer firemen, emergency workers, etc. These are the issues to decide upon.

 

Steve Milkewicz said that the CPC should get funds from Open Space, Historical Commission, to help with CPC funds. David Nicolau said that there should be joint meetings with the Affordable Housing Task Force and Historical Commission to get their philosophy and where they think funds should go. Bill Dougal also said that the CPC should have discussions with consultants. Mr. Nicolau remarked that the CPC should go back and revisit with the Affordable Housing Task Force and may questions will be answered.

 

He also said that they should ask the consultants to submit proposals and have meeting with them including the Affordable Housing Task Force.

 

The following is the Article for the Budget for FY 2005, which will be submitted. Keith Bergman said that he would have the Town Counsel review the wording changes.

 

      Article. Community Preservation Budget for FY 2005.  To see if the Town will vote to act on the report of the Community Preservation Committee on the Fiscal Year 2005 Community Preservation budget and to appropriate or reserve for later appropriation monies from Community Preservation Fund annual revenues or available funds for the administrative expenses of the Community Preservation Committee, the payment of debt service, the undertaking of community preservation projects and all other necessary and proper expenses for the year, or to take any other action relative thereto.

Appropriations:

      $25,000 for community housing development assistance.

Reserves:

      $26,573 for Open Space

      $26,573 for Historic Resources

      $187,585 for Community Housing

or to take any other action relative thereto.

The next meeting will be held on September 27th, 2004 at 3:00 PM at which the consultants will make a presentation and also invited will be members of the Affordable Housing Task Force, Housing Authority, Historical Commission and Open Space Commission.

 

Bill Dougal recommended that the committee elect a Vice-Chair and put forward Elaine Anderson for the position. Margaret Carroll-Bergman nominated Elaine Anderson as Vice-Chair and Steve Milkewicz seconded the nomination.
