The meeting was called to order at 4:00 p.m.

 

Meeting Reminder

The next meeting will take place on October 9, 2007 at 8:00 a.m. and will be a decision on Herring Cove Village.

 

Minutes of the September 24, 2007 meeting.

Motion:  Accept the minutes as written.

Report on TAP Grant

Polly Hemstock who is working on the TAP grant showed the latest changes to the brochure and asked for feedback.  She has changed the picture on the brochure and it is still to be revisited.  On the back page it was requested that names be put in alpha­betical order.  Also on that page add Clerk and Housing Authority Representative to Molly Perdue’s listing.  Add the name Reno in the middle of Catherine Brouillet’s name. 

 

Polly had the tax sheet and format on how to assess.

                             2007                               $57,166

 

 

Some of the anticipated questions are: 

1.     How do I determine my eligibility? (move to after calculation)

2.     How much income can my tenants have? (move under #2)

3.     How much rent can I charge? (move to under #3)

 

There are 30 programs and 56 units – 21 were housing units and 6 belonged to the Lower Cape Cod Development Corps.  29 units are in the program with outside bit players.

 

Tasks from Grant:

1.     to send 3,000 to 4,000 packets – residential

2.     to send over 4,000 if including commercial.

3.     anticipate Question and Answer sessions as part of grant

4.     Summary report to follow

 

Copies should be made available to put out on table at the November 5th Town meeting.

 

Polly H. will be returning in approximately two weeks and in the interim she can e-mail worksheets to council members.

 

Housing Director Update

There were three applicants who were interviewed.  An announcement will be made very shortly on the selection. 

 

A list of existing affordable community housing properties will be created.  Molly said that we should set priorities and goals for the new housing officer.

 

Efficiency in Council Meetings

The council discussed efficiency with their meetings.  The Council will have oversight on this new hire.

 

Joe Carleo handed out Roberts Rules of Order and Communication 

Motion:  Accept the Rules of Order and Communication at Housing Council meetings in the future.
