Minutes for Charter Enforcement Commission meeting.
March 22, 2004

The Charter Enforcement Commission met today to consider 2004 Warrant Articles numbers 22 and 23


The meeting began at 5:34 PM.  Dr. Pappalardo motioned to approve the minutes for the commission's 6/02/03 meeting.  Miss Fetrow seconded, all approved.

Dr. Pappalardo explained Article 22 to the commission - which was a housekeeping amendment to the charter involving the newly created Historic District Commission, replacing the Historical Commission as a Regulatory Board.  After a short discussion, Miss Fetrow motioned to support the amendment, Dr. Pappalardo seconded the motion, all voted to approve.

Mr. Tyszka, Dr. Pappalardo and Mr. Farris then explained article 23 at length.  Selectperson Sarah Peake stopped by to voice her support of the amendment.  This amendment asks the town to remove the mandated term limits for the Board of Assessors and allows a paid town employee to become a member of that board, also contrary to current Charter mandate.  The commission discussed it at length and voted 3 to 1 not to recommend.  Miss Fetrow motioned not to recommend, Mr. Braden seconded, Dr. Pappalardo also voted not to recommend and Mr. Tyszka voted in favor of the amendment.

Everyone agreed that a paid employee of the town could serve on a board similar to her employment but three members would not agree to a permanent exemption to term limits  but to a time-limited exemption allowing for reparations to the BOA's hardships.  The commission agreed to meet on 3/29/04 to draft a written opinion to be submitted to Town Meeting.
