PLAN IMPLEMENTATION ADVISORY COMMITTEE (CCNSGMPIAC)

 

Meeting Minutes:  January 3, 2003

Town Hall, Provincetown, Mass.

Attending:  John Thomas (chair), Kerry Adams (vice-chair), Don Richards, KC Smith (clerk), Barb Prato (alternate)

Excused:  Patrick Patrick

 

Meeting was called to order at 5:00pm.

 

Minutes of the previous meeting of 10/3/2002 were read and amended. Motion was made by Don Richards and seconded by Kerry Adams to approve the minutes as amended. The vote was unanimous in favor and the minutes were approved, as amended.

 

The Committee reviewed a letter to Sue Moynihan at the CCNS regarding the use of neutral language to describe past non-CCNS decisions in environmental actions. Barb Prato moved to approve sending the letter.  KC Smith seconded the motion. The vote was unanimous and the motion was carried.

 

On the subject of berries, harvesting and related issues, the Committee asked KC Smith to look into drafting an informational sheet or small brochure on this subject next spring.

 

The Committee discussed the recent litigation against CCNS by various groups seeking a total hunting ban contrary to traditional rights as guaranteed in federal legislation and deeds transferring the Provincelands from the Commonwealth of Massachusetts to CCNS jurisdiction. KC Smith moved that a letter be sent by the Committee to the board of selectmen. Kerry Adams seconded the motion and the motion was carried with a unanimous vote.

 

The Committee discussed the possible existence of cell towers in NPS units. Committee members agreed to research this question and, if such towers existed, to forward documentation to the board of selectmen solely for information purposes without any recommendation or position. KC Smith moved that the Committee pursue this action. Kerry Adams seconded the motion. The motioned was approved with a unanimous vote.

 

There being no further business, Barb Prato moved to adjourn the meeting, Kerry Adams seconded the motion, and the meeting was adjourned at 5:55pm.
