Annual Town-wide Policy
Goals Adopted for
Fiscal Year 2001
The Provincetown Board of Selectmen held a public hearing on
Monday, June 19, 2000, and then and there
adopted annual Town-wide policy goals for Fiscal Year 2001 as set forth
below. The annual adoption of policy goals
by the Board of Selectmen is a focal point for the Town Government, as these
goals are translated into objectives to be achieved by the Town Administration
in the coming year.
Elizabeth Steele-Jeffers, Chairman, Board of
Selectmen
Cape
End Manor
· Pursue the Determination of Need
for facility replacement or renovations
· Explore alternative forms of governance for
a publicly-supported nursing home facility in Provincetown
· Use facilitation process to help
determine facility's future.
· Explore out-patient
rehabilitation, assisted living, adult day care, care campus, and other
alternatives
· Enlist help of legislators for
additional funding
· Explore establishment of a 501c3
fund-raising entity for Cape End Manor
Wastewater
· Construction funding and
design-build-operate vendor selection for approval by April 2001 town meeting
· Determine role of the Citizens
Advisory Committee after the facility plan; plans for Town board role during
sewer construction
Energy
· Explore sites for auxiliary
generators (including CCNS property), conduct cost-benefit analysis of
generators
· Explore wind-power options as a
source of energy for the Town
MacMillan
Pier Rehabilitation
· award the contract upon receipt
of all permits, and begin construction in this fiscal year
Heritage
Museum and Library
· Review the Tappe' study and hold
hearings to determine the next step
· BOS to conduct complete tours of
both buildings
Fiscal
management
· Revise and update Ten-Year Fiscal Policy
Plan by 10/1/2000, for review by Board of Selectmen. Include provisions for
increasing the Stabilization Fund during the next five years
· Fees-- translation document
between presentations in Town budget and Annual Town Report
· Tourism Fund: staff submits recommendations
on Five-Year Plan to Visitor Services Board by 8/1/2000
Water
· Seek additional land for potable
water; continue ongoing discussions with Truro and Seashore
· Continue to replace pipes and
meters
· Reduce annual pumpage-- have
that be the goal, rather than reducing unaccounted for water (including
conservation)
· Improved quality of water
· Compliance with water management
permit on a daily basis
Department
of Regulatory Management
· Receive staff recommendations on
zoning by-law amendments
·
Conservation
Commission-- update Wetlands Protection By-law
· Education for staff members and regulatory members (e.g., get DEP here to meet with ConCom)
· Determine proper staff support
for regulatory boards
· Hire a full-time Health
Agent/Conservation Agent for FY 2002
·
Scale
by-law-- review it and consider amending it for town meeting (including
exploring computer generated
program for three-dimensional imaging)
· To uphold the by-laws of the
town and the decisions of town regulatory boards, and in so doing to preserve
the rights of abutters; and not to support private parties' interests that
conflict with Town by-laws
· To ensure that projects
supported by selectmen's goals are still subject to the fullest compliance with
local, state, and federal regulations; and that staff pursue options which best
meet the intent of our local by-laws
· To adopt a policy/protocol
requiring administrative consultation with regulatory board chairmen on matters
pertaining to those boards
Affordable
Housing

To work towards increasing the percentage of affordable
housing units in Provincetown to 10%
Municipal
Buildings & Facilities
· Continue to maintain Town
buildings, through DPW reorganization
· Complete Court Street drainage
project
· Comprehensive cemetery upgrade
plan, including Winthrop Street and Smallpox cemeteries
· Install old style "Entering
Provincetown" signs on Routes 6 and 6A
· Explore undergrounding of
overhead wires
· Town Hall-- outside fuel lines,
touching up the paint on the southern face, move the lights in the trees
· Carpet the Judge Welsh Hearing
Room, get a new table, and clean up the room of any files or debris
· Explore use of transfer
station/closed landfill for satellite parking
· Seek town meeting funding for a
swap shop
· Begin replacement of wood trash
barrels with ones similar to those in front of Spiritus
· To develop a public awareness
program for complying with litter by-law
· Use pavement markings instead of
signage
· To reduce the number of signs by
100
· Explore contracting out for
certain Town services-- PHS restrooms,
traffic direction, extra summer trash collection
· Schedule Board of Selectmen site
visits for Town facilities
Police/Parking/Transportation
· Establish single officer foot
patrols; one-person per cruiser, when practical
· Training for summer police
officers on Town by-laws, tourism industry
· Traffic regulations updated and
codified
· Implement Conwell Street
Corridor study recommendations
· Develop a plan for traffic
calming techniques for the entire town
· Examine how we deal with businesses that
have permits to park in special locations to conduct commercial activity e.g.,
dune tour, trolley
Administration
· Redo Board Secretary's job
description and performance appraisal instrument
· Implementation and
follow-through of board votes
· Goal for staff members and Town
Clerk: produce Town board minutes within 45 days of each meeting
· Develop policy for reimbursement
of Selectmen's expenses
· Human Resources -develop plan
for support and retention of personnel
· Update Seasonal pay & class
plan
· Develop policy on when to fly
the flag at half-staff
· To reduce vacancies on Town
boards by 30% during the next year by aggressive recruitment and elimination of
unnecessary boards and commissions
