The following are meeting minutes, in brief:
1. FY
2010 TOWN-WIDE POLICY GOALS
Annual Goal-Setting Exercise
Set up joint meeting with FinCom before a regular meeting as one of the quarterly meetings after audit is done.
MOTION:
Move that the Board of Selectmen vote to conduct a public hearing on Monday,
June 29, 2009 at 6 p.m. on the following proposed Town-wide policy goals for
Fiscal Year 2010 as follows:
1) Fiscal Management Michele Couture would like to add 5 year capital project plan.
Elaine Anderson keep as # 1. Austin Knight - Review old town articles for dollars
available. Mary-Jo Avellar Wants lottery formula looked into.
2) Town Hall Restoration - Continue to work through Phase II Completion. Seek funding
through grants and other sources. Completion date - December 2010.
3) Affordable Housing Continue over site of the 90 Shank Painter project through construction. Continue to work on traffic study analysis/patterns on Shank Painter Road through the Cape Cod Commission.
4) Water Management Plan seek continuing negotiations with Cape Cod National Seashore to assist us in redundant water sources. Support use of grey water systems.
5) Town Facilities Action Plan Future of Police Dept./ Community Center. What would be involved in preparing master plan/building assessment of Town own buildings? Possibly have Cape Cod Commission do an assessment of town owned buildings. Work with Library Board of Trustees to complete faηade. Go out to bid and begin construction of Fire House #2 with original scope of work.
6) Wastewater Pursue funding for ongoing projects and funding (USDA funds). Plan and construct Phase III expansion and extension to Beach Point. Continue to seek rate relief.
7) Alternative Energy Pursue Cape Cod National Seashore and maybe the State House for turbines / wave energy our own generators. Work with our County Rep. Maggie Downey. Meet more often with Recycling & Renewable Energy Committee throughout the year.
8) Harbor Plan - Revision sent to Coast Zone Management has the redline version. We have not heard back from the State as of yet.
9) Storm Drain Repairs - Continue to pursue funding for these projects. Seeks report on remaining projects.
10) Paving of Commercial Street pursue funding sources.
11) Cape Cod National Seashore seek partnership concerning matters of mutual interest.
12) Add Tourism and Economic Development - maximize Tourism and continue to find funding for marketing and resources. Focus on funding and cape wide internet access. Work to minimize the impact of the closure of Town Hall businesses, residents, and visitors to town and continue to support any legislative efforts to augment the tourism fund; i.e., support room tax for short-term rentals.
