SPECIAL MEETING – MONDAY, MAY 18, 2009

Chairman Michele Couture convened the meeting at 1:00 PM noting the following Board of Selectmen attending: Michele Couture, David Bedard, Elaine Anderson, and Austin Knight


Excused absence:   Mary-Jo Avellar  

 

Other attendees: Assistant Town Manager David Gardner and DPW Director David Guertin

The following are meeting minutes, in brief:

 

1.         RATIFY TAX CLASSIFICATION VOTE OF JANUARY 12, 2009

            IDENTIFY EXCESS LEVY CAPACITY

 

MOTION:  Move that the Board of Selectmen ratify their vote of January 12, 2009, and identify unused property tax levy capacity, pursuant to MGL C.40,§56, as follows relative to the FY 2009 property tax:

 

1.      to establish a residential factor of  "1"  [a residential factor of "1" establishes

a single tax rate for all classes of property; any other factor splits the tax rate

                 between residential/open space and commercial/industrial/personal].

 

2.   not to adopt a "residential exemption”

 

3.   not to adopt a "small business exemption”

 

4.      to identify $12,749.74 in unused property tax levy capacity.

2.         USDA Update – David Guertin

 

DPW Director David Guertin requested authorization to pursue grant opportunities w/ USDA Rural Development. Namely, projects to be submitted may include: North Union Field as a new water source to include the needed main transmission line from the site to South Hollow; Beach Point Water/Sewer [as generally outlined in the submission to Mark Forest on May 1st, 2009]; decommissioning of Winslow Tank #1, along with increasing in height the Mt. Gilboa water storage tank by 10'; and Library front landscaping. A tentative appointment has been set with Ronald Koontz of USDA for this Thursday morning (5/21/09), for a discussion of next step activities. This action is sought by DPW for these projects since we have not had engaged the Board in discussions - the town must move quickly with placeholders for this money.

 

MOTION:  Move that the Board of Selectmen vote to authorize staff to proceed with a grant submission to USDA Rural Development for water, wastewater, and other capitol projects.
