JOINT WORKING SESSION WITH THE FINANCE COMMITTEE

 

 MONDAY, MARCH 16, 2009

Chairman Michele Couture convened the meeting at 6:05 PM noting the following Board of Selectmen attending: Michele Couture, Elaine Anderson, Mary-Jo Avellar, Austin Knight, David Bedard

 

Other attendees: Town Manager Sharon Lynn, Assistant Town Manager David Gardner, Town Accountant Alix Heilala

Finance Committee Members attending:  Tom Coen, Chair; Philip Gaudiano; Walt Winnowski; Thomas Thurston; Frederic Biddle; Ginny Ross and Ann Maguire joined the meeting at 6:06 pm.

 

The following are meeting minutes, in brief:

 

Chairman Couture read the public hearing notice into the record.

 

The Town Manager updated the Selectmen and the Finance Committee on the budget process to date. 

 

The Finance Committee Chair Tom Coen presented the results of the Finance Committee FY2010 Town Budget review.

Division 1:  General Government:  no public comments

Division 2:  Finance:  no public comments

Division 3:  Public Safety:  no public comments

Division 4:  Public Works:  no public comments

 

Division 5:  Public Services: 

 

Treg Kaeselau: Intend to go out into the public to make a case to support the Recreation Department.

Darlene Meads:  Relies on the Recreation Dept programs, in particular the day care service, is very important in my ability to keep my job as a single mother.

Chief of Police Jarran:  Speaks in favor of the Recreation Department from a law enforcement perspective.  The programs are very effective at reducing crime. 

Bonnie Campbell:  Speaks in favor of the Recreation Center who participates in the adult programs at the Community Center.  The Community Center is always crowded when I attend my classes, it offers many different types of programs. 

Kathleen Burns:  Letter read in support of Recreation Programs.

Marie Pace:  Support Recreation Department, the programs, and the jobs that the Community Center provide.  Seek to know how to maintain support for the Recreation Department.

 

Finance Committee

 

Tom Thurston -  Happy to hear that the Recreation Department has taken on the task of raising the profile of the Recreation Dept programs in order to educate the general public that does not take advantage of the Community Center about the programs available.

 

Ginny Ross -  Finance Committee tried very hard to keep the Recreation Dept in the budget without an override.  Very important that the whole town comes together to support the department and the programs.  Hopes that the community does not vote against the Recreation Dept because of the union’s failure to vote for a decrease in pay. 

 

Division 6:  Public Schools:  no public comments.

 

BARGAIN STRATEGY

MGL C. 39, §23B, cl. 3                                  

 

MOTION: Move that the Board of Selectmen vote, pursuant to MGL C. 39, §23B, clause 3, to go into executive session for the purpose of discussing personnel issues; and not to convene in open session thereafter. [Roll Call Vote]
