Chairman Michele Couture convened the meeting at 5:05 PM noting the following Board
of Selectmen attending: Michele Couture, Elaine Anderson, Mary-Jo Avellar,
Austin Knight, David Bedard
Other attendees: Town Manager Sharon Lynn, Assistant Town Manager David Gardner, Town Accountant Alix Heilala

FINCOM members attending: Tom Coen, Chair; Ruth Gilbert, Vice Chair; Philip Gaudiano; Walt Winnowski; Thomas Thurston; Frederic Biddle; Ginny Ross joined the meeting at 5:51 pm.
The following are meeting minutes, in brief:
The Finance Committee updated the Selectmen on their budget process to date, and remaining meetings this week, which will be culminating on Thursday.
The Finance Committee has identified the following savings and cost cuts:
· $40,000 reduction in fuel costs from various different budgets, along with a request that future budgets breakdown energy costs: electric, gas, oil, propane
· Reduce the Finance Committee Emergency Reserve fund by $8,000 - $10,000
· Parking Department $3,500 - questionable costs related to paint
· Town Clerk $3,500 - eliminating the printing of the Town Report
· Actual health insurance costs are in and there is a reduction of $147,925 below estimated costs
· Cape Cod Tech tuition costs are down $71,000 due to fewer students
· $17,000 for copier replacement was removed from the Town Managers Budget, which will be paid for from the Emergency Reserve Fund.
· Various other minor reductions.
· Both Water and Wastewater Enterprise Funds have been adjusted to more accurately reflect support staffing.
Regionalization discussion around procurement savings, particularly with water treatment chemicals could propose a savings in the future.
Future discussion within the town to create a Procurement Office to handle town wide purchasing in an attempt to obtain savings locally.
MOTION: Move that the Board of Selectmen vote to
put a placeholder article on the April Town Meeting Warrant for
the amount of money within the Parking Reserve to move forward with new parking
rate meter machines to be placed into the parking lots.
