ANNUAL TRAFFIC HEARING – TUESDAY, MARCH 18, 2008

Chairman MaryJo Avellar opened the meeting at 6:00 PM noting the following attendees: Mary Jo Avellar, Austin Knight and Lynn Davies, Excused Absence: Michelle Couture, Pam Parmakian

 

Other attendees: Town Manager Keith Bergman, Acting Chief of Police Warrant Tobias, DPW Deputy Director Sandy Turner.

The following are meeting minutes, in brief. 

 

#1.  Citizen Proposals:

 

Item a.  I hereby request the town reserve two parking spaces directly in front of Town Hall during the winter months for Postal and Municipal vehicles only..  (Requested by:  Postmaster Kathy Clobridge)

 

Team Recommendation:  Recommends – see photos

Item a.  Board Action:   Move that the Board of Selectmen vote to approve Item 1a as amended, one space at the corner of Commercial Street and Ryder Street between the hours of 8:00 am and 5:00 pm Monday through Friday be reserved for Postal and Municipal vehicles only from November 1st  to April 1st.

Item b.  I hereby request that the town install “Compact Vehicles Only” sign at first metered space on the corner of Ryder and Commercial Streets.   (Requested by:  Postmaster Kathy Clobridge)

Public Comments:  Alma Welsh in support of the request.

                                    Alex Brown in support of the request for safety purposes.

 

Item b.  Board Action:   Move that the Board of Selectmen vote to approve Item 1b as recommended.

Item c.  I hereby request that the town make all of West Franklin Street a “No Parking” zone and post signage accordingly.  (Requested by:  Alex Brown).

 

Team Recommendation:  Recommends – driveways abut most of West Franklin Street.  There are a couple of areas on the south side, but across from driveways, so we do recommend “No Parking” on West Franklin Street.  See photos and Map.

Item c.  Board Action:   Move that the Board of Selectmen vote to approve Item 1c as recommended.

Item d.  I hereby request that the town create procedures to enforce Massachusetts “No Idling” law, including fines.  (Requested by:  Amy Germain).

Item e.  I herby request the town post and enforce a speed limit of 15 mph on Nelson Ave.  (Requested by:  Michael Ciaglo)

 

Team Recommendation:  Recommends – There is not one speed limit sign on Nelson Ave. or Stearns Ave., just a couple of “SLOW” signs.  We would estimate around 6 to 8 signs would be needed.

 

Item e.  Board Action:   Move that the Board of Selectmen vote to approve Item 1e as recommended.

Item f.  I herby request that the town enforce the 25 mph speed limit and post new signs at the Route 6 exit onto Race Point Road.  (Requested by:  Michael Ciaglo)

 

Team Recommendation:  Recommends - This is a state road and not one the town is taking over.   We did notice that the 25 MPH sign as you go onto Race Point Road is blocked by trees and that will be corrected before this meeting.  We can also seek permission to put up 2 more signs one heading north and one heading south closer to the Nelson Ave entrance, we’ll try to get that answer before this meeting.

Item g.  We hereby request that the town set a one-week time limit for parking spaces on Aunt Sukey’s Way (Requested by:  Frances Coco and Alma Welsh)

 

 

Team Recommendation:  Do Not Recommend.   If we do this for one public street than everyone will want these limits in place.  This would create a nightmare with our Parking Dept.  Just last year we had Brewster St. complaining about cars being parked for the entire summer.

But……where that trailer is parked is directly across from the Fire Lane Entrance into the Maushope elderly housing and that parking space should be eliminated for Fire Truck access.  See photos.

Item g.  Board Action:   Move that the Board of Selectmen vote to deny the recommended action on item 1g.

Board Action:   Move that the Board of Selectmen vote to refer the Teams recommendation on 1g to eliminate a parking space on Aunt Sukey’s Way to the regular scheduled meeting on Monday, April 14, 2008.

#2.  Board of Selectmen Proposal: 

 

Item a.  We hereby request to make Cemetery Road one-way leading into town from Conwell.  (Requested by: Board of Selectmen).

 

Team Recommendation:  Recommended and Not Recommended – Our police chief does not want this changed because it is a back road path for a lot of Town residents.  On the other hand I feel it would be better as a one-way street coming into town.  We should build a sidewalk the length of Cemetery Road and direct pedestrians down Cemetery Road instead of Conwell Street.  We can never put a sidewalk on Conwell to Bradford Street because the property lines are where the pavement is.  See photos and Map.

#3.  Parking Department Proposals:

 

Item a.   We hereby request that the town offer $50 Weekly Permits to fishermen to use the West End Parking Lot.  (Requested by:  Parking Dept).

 

Team Recommendation:  Board of Selectmen Policy Decision 

 

Public Comments:  Alex Brown – recommends as long as it is not used for boat trailers. 

Peter Page – recommends, but thinks the cost is too much, should have a permit for one day, not just one week.

Item a.  Board Action:   Move that the Board of Selectmen vote to approve Item 3a as recommended.

Item b.  We hereby request the town amend permit regulations to cause defacing, altering, or switching permits to another car to cause revocation of permit and render the offender ineligible for future permits.  (Requested by:  Parking Dept).

Public Comments:  Ms Page – Concerned about the regulations when a new car is purchased during the permit year. 

Peter Page – Penalty is severe.  Should involve revocation of the permit and a fine.

 

Item b.  Board Action:   Move that the Board of Selectmen vote to approve Item 3b amended to read, “… to cause revocation of permit and render the offender ineligible for a replacement permit for that year.”

Item c.   We hereby request the town to amend Resident Permit eligibility to require that all addresses on registration and driver’s license be Provincetown addresses (Requested by:  Parking Dept).

Public Comments:  Alex Brown – Need to tighten up residency status within town.

Letter from Kim Leonard read into the record– Needs to have an exception for lease vehicles. 

 

Item c.  Board Action:  Move that the Board of Selectmen vote to refer the Parking Department’s recommendation on 3c to the regular scheduled meeting on Monday, April 14, 2008, and to be re-advertised to include amended language adding “lease vehicles”.

Item d.  We hereby request the town address the MPL Signs by 1.)  removing non-working signs, illuminate booth and lot sign repair stop sign at the end of Ryder St. extension next to MPL Booth.  (Requested by: Parking Dept).

 

Team Recommendation:  Recommends – The team doesn’t understand why this is in the Traffic Hearing and wasn’t just called into the Highway Dept or the DPW Office and it would have been done or at the very least a cost estimate would have been provided for some of this request.  See photos.

 

Item d.  Board Action:  Refer this item to the Department of Public Works.

 

Item e.  We hereby request the town raise fees from all parking permits by $10 for all permit types.  (Requested by:  Parking Dept).

Public Comments:   Peter Page – will not buy additional permits because of the cost and that will reduce overall revenue. 

Alex Brown – should not raise fees. 

Item e.  Board Action:   Move that the Board of Selectmen vote to deny the recommended action        on item 3e.

Item f.  We hereby request that seasonal sweeping change hours from 9 AM – 11AM to 7AM to 9AM.  (Requested by:  Parking Dept).

 

Team Recommendation:  Do Not Recommend.  The sweeper is out at 5:00 AM with a scheduled sweeping plan.  From 5AM to 9AM the street sweeper has to do the down town area from Pearl Street to Court Street on both Commercial St and Bradford St.  They also do the town parking lots and pier.  This schedule is 7 days a week.  To push back the zone sweeping to 7AM will split the other work and we will have problems of traffic by 9AM trying to do the last of the down town area.  This will also cause us to change all the zone sweeping schedule signs all along Commercial St and DPW does not have that kind of funding to redo those signs.

 

Public comments:  Ms Page – should not move it earlier because it would inconvenience guests

Peter Page – noise at 7 AM.

Item g.  We hereby request that  “Town Hall Business Only” spaces add a second sign back-to-back with the existing sign so that it faces the sidewalk.  (Requested by:  Parking Dept).

Item g.  Board Action:  Refer this item to the Department of Public Works.

 

Item h.  We hereby request that we offer a temporary dated permit to permit holders who have temporarily lost their vehicle to accident of repair.  (Requested by:  Parking Dept).
