Chairman Mary-Jo Avellar convened the meeting at 5:00 PM noting the following Board of Selectmen attending: Mary-Jo Avellar, Michele Couture, Austin Knight, Pam Parmakian, Lynne Davies

 

Other attendees: Town Manager Sharon Lynn, Asst. Town Manager David Gardner, Building Commissioner Russell Braun.

The following are meeting minutes, in brief. 

 

PUBLIC HEARING – ECONOMIC DEVELOPMENT PERMIT CRITERIA AND GUIDELINES

 

PUBLIC STATEMENTS

Robin Reed - Here on behalf on Wired Puppy and 1 Tremont Street, and just wanted the Board to know that I was here in case you had any questions regarding the applications.

 

Michelle Couture stepped down from discussions.

 

Discussion ensued in regards to the steps of the process for Economic Development Permits.  The

Board concluded that the final step in the process should be the Board of Selectmen’s review.  Engineering analysis and approval of all other regulatory approvals by Town Boards should be in place at the time the Selectmen make a determination.  DPW and engineering analysis should occur prior to the Zoning Board of Appeals to ensure the application is feasible.

 

MOTION: Move that the Board of Selectmen vote to amend the steps within the criteria to approve the Economic Development Permit to ensure DPW/Engineering analysis prior to Regulatory approval and Board of Selectmen review.

MOTION: Move that the Board of Selectmen vote to approve the Economic Development Permit for the Coffee Pot at 315 Commercial Street as presented.

MOTION: Move that the Board of Selectmen vote to approve the Economic Development Permit for 1 Tremont Street with the condition that the residential unit be restricted to the owners or employees of the business below.

MOTION: Move that the Board of Selectmen vote to approve the Economic Development Permit for the Wired Puppy at 379 Commercial Street contingent of ZBA approval.

MOTION: Move that the Board of Selectmen vote to approve the Economic Development Permit for the Cicchetti’s Espresso Bar at 353 Commercial Street contingent of ZBA approval.
