Call to Order: Co-Chair Jane Donoghue called the Meeting to order at
11:05 A.M.
PUBLIC MEETING
MINUTES
· October 31, 2001 Joyce Guide moved to accept as written, Rex
Mckinsy seconded it and so it was voted. (Note Ginny Binder not yet at
the meeting.)
AGM Marine - Early Finish Plan
Bill Lovely presented a revised AGM construction schedule/plan. He presented
following by stage:
Stage 1 East Side Approach Pier
· Finish Pile Ladder & Fender System and Timber Deck and Curb
over the next few weeks so that traffic may switch to the east side and
demolition work could start on west side Approach Pier.
· Remaining work is FRP Curbs. This is weather-related work with
no critical path dependency that will be completed when best fit for AGM
resources.
Stage 2 Tee Pier
· Finish Pile, Ladder, Fender System and FRP Curbs by April 15th
to accommodate ferry docking
· Remaining work is Boat Davits with no critical path dependency
that will be completed when best fit for AGM resources.
Stage 2 Lopes Square Approach Pier
· Continue this work as a priority because the work must be done
to switch traffic patterns back from MPL flow to this new approach pier
section.
· 5 days concrete pour required, 3 must have right weather conditions.
· Early finish date is early February and late finish date is April
30th. MPL operations must be able to collect revenue in April as needed
based on weather.
Stage 3 Slips 3-10 Approach Pier (Bents 22-41)
· Start demolition early in January once traffic switched to east
side Approach Pier
· This work is 'low' risk. To demonstrate low risk, Bill handed
out a sheet comparing the Tee construction work (3 months elapsed) to
this stages Sidewalk construction work (2 months). The sidewalk work requires
less piles, no concrete pours, no joints, no re-bars, etc. But, this work
does require more work for timber decking and demolition.
· Question raised about when dredging will occur. Answer: It will
be two more months before soil test is completed. If the test is 'good',
then the soil will be barged to Wellfeet or Gloucester. Dates uncertain.
For planning purposed, assume dredging is not complete before next season.
Since dredging may not be done and the new sidewalk will be 14 feet 'eastward'
of current pier, it is likely to cause depth to be too low for slips near
the shore. slips 3-5). FST has depths charted. AGM and FST will review
the depths and AGM agreed to build out bridges for leaseholders that lose
depth. No added cost to town.
· Question raised about utilities. AGM agreed to provide utility
connection to leaseholders. No added cost to town.
· If this project phase not completed on time, suggestions were
to move 1-2 leaseholders to the Tee west side area or to the Approach
Pier east side area. No resolution on plans for this risk.
· Early finish date is March 8th and late finish date is April
30th. Leaseholders, e.g., whale watch boat, are likely to require connections
and access as early as April 1. For these leaseholders, AGM, will provide
bridges so they can use their slips.
Stage 2 Main Pier (Whydah to the Tee)
· Work is low priority. Plan to complete next summer. Late finish
date is September 2nd.
· Once demolition complete for Stage 3 Approach access to Whydah
is cut-off. AGM would install moveable span bridge. Bill handed out a
picture of a span bridge to be placed between east side Main Pier to Whydah
for pedestrian access. Bridge is 4-5 feet wide (handicap friendly) and
would be 50 feet long. Span from west side to Whydah would be 39 feet
wide.
· Whydah has parking for two spaces. Alternate parking would need
to be provided possibly across from the Whydah on east side Main Pier.
FST Recommendation
Don Harvie sees no technical issues. Stage 3 Slips 3-10 Westside Approach
Pier should be done on time. But, Don would like to see the Stage 2 Main
Pier done first.
Town Staff Recommendation
David Guertin wants everything finished on Eastside Approach Pier(Stage
2), Tee (Stage 2), and Lopes Square Stage 2 Approach) before starting
demolition on west side Approach Pier. He thought 'risk' is too high that
leaseholders will not be able to operate as usual in spring 2002. David
stated that weather could be bad and delay completion. He suggested that
they finish the stages in progress before proceeding with another stage.
Finish would mean to complete every task. Then next summer, Staff would
workout a 'move' for leaseholders for slips 1-3 so that demolition and
construction could be done in this area during the high season.
Building Committee
G. Binder moved to approve AGM's new plan up to and including Stage 3
Slips 3-10 Approach Pier (Bents 22-41) if the risks to leaseholder can
be mitigated and the town protected from leaseholder issues. Rex seconded
motion.
Discussion:
· Ginny supports motion but would like to see 'issues' cleared
up with current plan. She asks Staff and AGM to find a compromise plan.
Ginny asks that AGM and staff publish their updated positions before the
next meeting.
· Rex supports new plan but it reluctant to approve unless staff
is comfortable and also wants issue cleared up.
· Jane supports it because the plan 'reduces' pier operations impacts
for summer 2002 and the project will compete early.
· Joyce does not support the new plan because the risk to leaseholder
operations is too high. And, there are too many unanswered questions.
Ginny withdrew the motion.
AGM, Bill agreed to issue memo documenting his plans to address issues
discussed at the meeting.
Jane requested that staff document any continuing issues with the AGM
plan published today and AGM's post meeting memo.
Committee agreed to meet again on January 9th to review AGM's letter
and staff's response.
