Call to Order:            Co-Chair Jane Donoghue called the Work Session to order at 11:30 PM.

 

WORK SESSION

 

introductory remarks

Mr. Bergman reviewed some of the history of the Pier Project, praising the work of staff and the Building Committee.  The Pier Project is the biggest municipal project the Town of Provincetown has ever undertaken.  Mr. Bergman thanked the grantors for funding the Project. 

Jane Donoghue reviewed the Committee’s commitment to the Project and introduced Joyce Guide, who also serves on the Harbor Committee. Ms Donoghue reviewed the background and qualifications of the various Committee members and discussed how the Committee and DPW staff interact and work together.  Ms Donoghue also reviewed how the Committee functions, including procedures for dealing with problems and issues raised by the public and Pier users.

 

Project Update by David Guertin and ROsemary Heard

David Guertin praised Rosemary Heard for her invaluable assistance and advice.  Rosemary Heard then reviewed the formation and function of the Public Pier Corporation.  The Corporation Nominating Committee is currently organizing the search for Board members for the Corporation.  Mr. Bergman reported that there has been Home Rule legislation filed to perfect the Public Pier Corporation enabling statute to include the fishermen’s organization and to reemphasize the Town’s commitment to the use of the Pier by the fishing industry.

David Guertin discussed the recently completed work done by the Barnstable County Dredging in the small boat basin for a final cost of $107,644.  A change order to adjust for this cost is in the process of receiving approval from the Board of Selectmen. The Beach nourishment program from the dredging was deemed a complete “success”.

David Guertin then reviewed several details of the Pier construction process, including :

ú        The successful third pile driving test program.  The first shipment of the new tapertubes is scheduled for mid-July.

ú        Are proceeding with construction of “T “section, with completion slated for December 2001.

ú        In the interim, the Approach Pier Phase 1 is being completed so as to maintain progress.  The redesigned Approach Pier utilizes more piles, resulting in a cost increase.

ú        The revised construction schedule now shows a completion date of April 2003.  Ms Heard pointed out that the packet of materials provided to the grantors included a detailed accounting of how the construction delay would impact grant funding.

ú        The increased cost to the Project has been balanced by deletions of items identified as unnecessary or which can be completed via other means.  With all Change Orders and deletions approved, the Contingency Fund balance is expected to be $411,000.

ú        David Guertin then reviewed in some detail the deleted items to-date, along with the deletion rationales.

ú        Noise Issue from pile driving: David Guertin reported that there is little support from the community to continue pile driving through the high season.  Mr. DeLima met with business owners to try and gauge the extent of the discontent.  A public meeting is scheduled for June 28th to further the discussion.  Options being reviewed include imposing driving restrictions on AGM. David Guertin reported that the most recent information indicated that they may be able to “vibrate”  more of the piles in as opposed to driving them. David Guertin emphasized that the Town is seeking a mutually acceptable solution.  If AGM has to be issued an edict to slow pile driving, it will result in a financial penalty.  Mr. Bergman emphasized that the Town’s intent is to not hurt the current economy in the interest of furthering the future economy.

ú        Redesign costs by FS&T (engineering firm) to be renegotiated upwards as a result of report by consultant showing “no fault” in engineering work on pile driving test specifications. 

ú        AGM has agreed to a “no delay claim” due to being given authorization to start work on Approach Pier immediately.

ú        Land Based Improvements were also discussed, most notably the $500K in Storm Drainage Upgrades.  This work on the Storm Drainage system has been completed   Pier roadway will be sloped with drains to handle storm flows.  Have achieved thereby the single most important advance in water quality improvements in the Harbor.

ú        Town Website – a Pier Project page has been added, providing regular updates of information. Information is also being published regularly in the Provincetown Banner (local newspaper).  The Building Committee agendas and minutes are also posted on website.

 

Finance Update

David Guertin referred to a PowerPoint graph showing AGM requisitions to-date and said that he predicted a $500K to $700K per-month requisition from now until the end of the Project.  Ms Heard briefly reviewed the sequence in which the various grants would be drawn down as the Project proceeds. Constantin Constantinides discussed the need to have the Town write an letter requesting an extension of time for the Seaport Grant.  He also reviewed other details of this fund’s requirements.

 

Discussion and questions

Mr. Vinagre spoke on behalf of the ProFish fishermen’s organization, thanking the grantors for providing the Pier Project funding.  He also thanked Town staff, the Building Committee and the Harbor Committee for their work.

1:15 – 1:30 – Walk to the pier and board the “Y and C”

 

1:30 – 2:15 – Water Tour of the Harbor & Project

 

Carla Anderson, Harbor Committee, and Rex McKinsey, Building Committee, conducted the harbor tour.  The tour left from the east side of the approach pier and passed the AGM barge as courtesy float repairs were underway.  The tour went around the pier to the east side to view the fishing fleet, fish off loading operations, dinghy dock, approach pier work in progress, and town mooring sites.  The tour swung around to the west side viewing the Cabral pier and moorings, Flyer’s moorings and to the Coast Guard pier.  Grantors were particularly interested in the harbor moorings both public (town owned) and private (Cabral and Flyers).   Rex McKinsey and Chad DeLima answered questions about mooring assignments, moor user habits, and mooring revenues.
