Meeting Minutes of June 14, 2001

Members Present:     Jane Donoghue (Co-Chair), Joyce Guide, Rex McKinsey

 

Members Absent:      Regina Binder(Co-Chair) (excused until June 19)

 

Others Present:         David Guertin (DPW Director), Chad DeLima (Marine Superintendent), Rachel Crosby (Recording Secretary)

 

Call to Order:            Co-Chair Jane Donoghue called the Meeting to order at 4:07 PM.

 

PUBLIC MEETING

Minutes

May 30, 2001Joyce Guide moved to accept as written, Rex McKinsey seconded and it was so voted, 3-0.

April 27, 2001postponed until “discretely” constructed by David Guertin.

 

DPW update

David Guertin reported on and discussed several topics, referencing his memo to the Committee, dated June 14, 2001, with the subject, “MacMillan Pier Project, Staff Support for Meeting posted June 14, 2001”, including:

ú        Whydah Museum – report from Coastal Engineering has been received and is attached to David Guertin’s memo.  Museum building is in poor shape.  Equipment will be set up inside building to measure vibration and may result in cost to project of $3,000 to $4,000. Town has rejected the claim that damage was caused by pile driving and Whydah has not pursued that claim.

ú        Pile Driving “Noise” Issue – meeting was held recently with business owners and others who are concerned about the noise.  At the meeting, Mr. Bergman committed the Town to take action to remedy problems.  FS&T has been consulted to see if pile driving noise can be reduced or if the piles can be sunk via “jetting”.  Joyce Guide reported that the pile driving cannot be stopped for the lunch hour without incurring great additional expense.  Joyce Guide moved that the Committee delay the decision to make a recommendation for mitigating action on pile driving noise until all data has been collected from all parties (engineers, grantors and contractors) and until all alternative avenues have been explored, Rex McKinsey seconded, 3-0.

ú        Zoino Report – report is attached to David Guertin’s memo.

ú        Bay State Cruises – Town renegotiated lease with Bay State. Bay State is now demanding that terms of the lease be enforced. Pier Project may have to install a temporary dolphin so that two ferry boats can dock simultaneously. 

 

Miscellaneous Discussion Items

ú        Whydah Museum has objected to signage prohibiting access to Pier.  David Guertin agreed to modify the sign to reflect the fact that businesses are still operating on the Pier.

 

CONSTRUCTION MEETING UPDATE –

Joyce guide reported on several topics, including the following:

 

pile driving noise issue

Jane Donoghue asked how to communicate the Committee’s decision to delay taking action to the people attending the recent meeting.  David Guertin suggested putting a notice in the Banner and mailing letters to those in attendance.  David Guertin will notify all concerned parties.

 

GRANTOR MEETING PLANNING

Meeting scheduled for June 21, 2001 in the Judge Welsh Room.  David Guertin will give a PowerPoint presentation and will distribute copies of financial reports and the construction schedule.  The Committee will be present to answer questions and will hold a Work Session simultaneously. Joyce Guide suggested that Jane Donoghue make some introductory remarks, outlining the work the Committee has been doing.   Chad DeLima will be present, as well as representatives from the fishermen’s groups, the float owners and the Chair of the Conservation Commission. 

 

OLD BUSINESS

ú        Used Gangway Funding – Chad DeLima reported that owner now wants $750 and Chad said he could find that amount in the Harbormaster’s Office budget.  

 

NEW BUSINESS
