                                     Meeting Minutes of October 16, 2002

 

Meeting Place: Judge Welsh Room

Call to Order: Jane Donoghue called the Meeting to order at 11:00 AM.

 

PUBLIC MEETING

 

Minutes: Rex McKinsey voted to approve, October 2, 2002 minutes, Ginny Binder seconded and so they were approved.

 

Beautification: Ginny Binder stated the BC ought to take a portion of the contingency and devote it to a competition for local artists and sculptors.  We would provide them with all the necessary capacity information, and the requirements including cost guidance.  We’ll ask them to propose creative solutions to our seating and rubbish needs.  This would allow a bridge to be built between the artist community and the pier adding overall to community character. This idea was well received but Ellen had concerns about the seating because of the high use it would have and Rex expressed the same concerns about the seating because of its need for functional use. There was much more discussion about art on the pier and they decided that the artist and sculptors could help design the trash receptacles and sculptor but the seating should be ordered as Patty had described at the last meeting. Motion: Rex McKinsey moved to purchase seating as discussed at the last meeting, Ellen Rousseau seconded it and so it was voted 5-0.

Motion: Rex McKinsey moved to have the Building Committee come up with a proposal for artistic elements to be included on the pier including 13 trash receptacles and other sculpture elements, Ginny Binder seconded it and so it was voted 5-0.

This motion created a sub-committee amongst the members of the Building Committee consisting of Rex McKinsey, Ginny Binder, and Jim Pipilas to create a way to have a contest amongst artists and sculptors to design trash receptacles and sculptor for the pier.

Signs: Rex stated that the Chapter 91 license calls for the pier to have a street sign of Provincetown, a sign designating a fishing area for citizens and a public telephone. He felt there should be a sign that explains the services on the pier as well. Motion: Rex McKinsey moved to direct staff to investigate the availability and cost of a street map of Provincetown, a sign for a designated fishing area, a public telephone and educational signs as well, Ellen Rousseau seconded it and so it was voted 5-0.

Dredging: David Guertin emailed the committee members that perhaps the town should hire a Environmental Monitor to oversee the dredging activities due to start on October 28, he recommended Coastal Engineering and felt the cost would be around $1500.00. Motion: Ginny Binder moved to hire Coastal engineering as an Environmental Monitor for the dredging along the pier at the cost of $1500.00, Rex McKinsey seconded it and so it was voted 5-0.

Guard Rail: Patricia Lemme stated she had contacted the company the makes a cedar guard rail. This guard rail is to run between the pier and the municipal parking lot. The costs of this guard rail would run around $7000.00. The committee asked to see pictures of it, which Patricia provided. Motion: Ginny Binder moved to approve a cedar guard rail that separates the pier from the parking lot not to exceed $7000.00, Rex McKinsey seconded it and so it was voted 5-0.
