Meeting Minutes of September 4, 2002

 

Meeting Place: Caucus Hall

 

Members Present: Jane Donoghue, Regina Binder, Joyce Guide, Ellen Rousseau and Rex McKinsey

Alternate Member: Jim Pipilas

 

Others Present: David Guertin (DPW Director), Chad DeLima (Marine Superintendent) ,Patricia Lemme (Recording Secretary), Sue Whittaker (Clerk of Works),

Profish Members: Phillip Michaud (President) Luis Ribas, Alex Brown, and David Dutra (all Board of Directors) plus William Henchy (Counsel).

Members Absent: None

 

Call to Order: Jane Donoghue called the Meeting to order at 11:00 AM.

 

PUBLIC MEETING

 

Minutes: Ellen Rouseeau voted to approve July 31, 2002 minutes, Ginny Binder pointed out that a sentence stated Ginny feels a strong committee to the fishermen should have read Ginny feels a strong commitment to the fishermen, the error was acknowledged so Joyce Guide seconded and so they were approved.

    

Harbormasters Office Move: Jane welcomed Profish to the meeting. The President Phillip Michaud gave an explanation why the contracted location would interfere with their fish offloading operation. He went into details about ice machines, and a 60 X 120 building with four offloading bays. William Henchy said he understood the town’s concern about added costs but felt everyone could come up with a mutually agreeable location. Profish had indicted that a location between the finger piers would be acceptable. Phillip felt the harbormaster would have a bird’s eye view of the entire pier. Sue Whittaker and Joyce Guide had done their homework on this site. They spent time with Bill Lovely of AGM and had a full size copy of that area. Both of them felt that there were no daunting reasons not to place it there. Sue explained that AGM hopes to be able to lift the building and swing it to the new location without having to move the barge. This will depend on the weight of the building, if not this might be the only small-added cost. David stated that small costs are not the issue but that the long-term plan of this building should be. He mentioned that our Chapter 91 license requires that bathrooms be added to the pier, everyone discussed this issue and felt that there was plenty of room to the landside of this building to add these. Jane Donahue went step by step through a memo from David Guertin about parking issues, traffic issues, and the building itself. Alex Brown would like to see the harbormasters pump out boat and patrol boat placed on its own dock and gangway near the building. When parking issues where discussed David Dutra mentioned that years ago the spots on the pier where metered. He felt this would be welcomed revenue and control abuse of these parking spots. The new proposed location is located in close proximity to a jib crane so William Henchy asked Profish if fishermen using the crane would have room to maneuver their vehicles. They felt that there is still plenty of room to bring trucks in and out. Ginny Binder made a motion to move the Harbormaster’s Office to the new proposed location with the understanding that the cost will remain the same but acknowledging the small-added cost of demolition of the foundation started at the former location on the “T”. This decision is based on a mutual understanding that came out of today’s meeting between the Building Committee, Profish, and the Town of Provincetown. Rex McKinsey seconded the motion and so it was voted 4-0 (Joyce Guide abstained).
