Call to Order: Regina Binder called the Meeting to order at 1:00 PM.

minutes, Joyce Guide seconded and so they were approved.
Harbormasters Building: David reported that AGM’s drop-dead date to receive a final decision on the new location is September 11, 2002. He advocated for a quick decision. Sue Whittaker reported that a fisherman indicated that they would like to see the building placed between the finger piers. There was much discussion and a plan was taken out and this location already has a boom and parking spots. The committee asked the harbormaster what his opinion was and he stated it really makes no difference to him. Ginny feels a strong commitment to the fisherman but has concerns that there is no concrete information from profish. There was a motion made to locate the harbormasters office as designed to support the projected completion date and not expose the project to additional cost. Then this motion was withdrawn. Ginny made a motion to support the location of the harbormasters building as designated by the contract unless a compelling argument is presented at the next Building Committee on September 4, 2002, at 11:00 thus honoring the letter from Keith Bergman to Attorney Henchy dated 8/20/02. Ellen Rousseau seconded the motion and so it was voted 5-0. (Joyce Guide abstained)
Contract Deletions: David reviewed the summary of deletions from 10/01 and the committee felt that the benches and rubbish barrels plus Barbara Rushmore’s presentation for the start of the pier should all be reconsidered. They requested for the DPW to research prices and styles of these amenities.
Whydah: David
reported that Coastal Engineering Company did a reinvestigation of the
integrity of Whydah Museum building and found that the settlement observed in
the Whydah Pier is within normal settlement tolerances and that the cracking
observed is more likely due to the poor construction and dilapidated condition
of the existing structure rather than as a direct result of the Macmillan Wharf
Project
Courtesy Float Non Mechanical Handicap Access: David reported that AGM furnished a “ball park
figure” for the new courtesy float is $485,000.00 which is way beyond our grant
monies. Sue Whittaker reported that AGM’s design is to large and not what we’re
looking for.
Construction Update: Joyce Guide reported that at the job meeting AGM reported that all their paperwork for removing the dredge spoils to an ocean location has been approved. This approval was a major undertaking having passed strict scientific scrutiny. They brought this forward to our local Con/Com Commission who in turn denied this request. The Con/Com committee spoke of the rainforest, global warming, and that these tests are commonly “fixed”. Joyce was upset that this committee has its own agenda. There was much discussion that the Building Committee would help AGM in any way they could to receive this approval. She also reported that FST is waiting for some final modifications from the company the makes the Raven so that FST can sign off on it. This issue has gone on so long unresolved that AGM feels instead of being completed December 12, 2002 it now will not be done until sometime in January 2003.
