Meeting Minutes of April 24, 2002

 

Meeting Place: Judge Welch Room

 

Members Present: Regina Binder (Co-Chair), Jane Donoghue, Joyce Guide and Rex McKinsey

Call to Order: Co-Chair Ginny called the Meeting to order at 1:05 PM.

 

PUBLIC MEETING

 

 

Minutes: Joyce Guide moved to approve March 27, 2002 minutes, Rex McKinsey seconded and so they were approved 3-0 (J. Donoghue abstaining).

 

Report by DPW    

 

  David Guertin reported on and discussed several topics, including:

 

CCA (chromated copper arsenate) treated lumber on pier walkways.

·         This material is contractually specified product and was subject of much discussion with Building Committee during pier design.  EPA does not conclude that CCA is unreasonable risk to public or environment but arsenic is a known human carcinogen and thus reductions in exposure are advisable.

·        EPA suggests apply coating to pressure-treated wood on a regular basis.

·        AGM’s contract cost for the wood walkway and curbing is $254,146. 

·        Rex McKinsey asked if we could switch ‘unpurchased’ wood to another product.  Sue Whitaker reported that 99.9% purchased and 90% wood is installed.

·        David Guertin recommended that staff investigate the issue further and report back to the Building Committee. Including questions from Rex McKinsey on long current life of CCA?  Life of coating?  What recommended maintenance cycles?

·        Peter Souza, citizen, recognized to speak.  Although he was speaking as public citizen, he is member Conservation Committee and he expects the committee will be reviewing the public risk.  Mr. Souza said that generally Conservation Committee recommends against use of CCA treated wood in waterfront and resource areas.  CCA is highly toxic.  When the wood is wet, the CAA could be absorbed through the skin, notably bare feet in the summer months with high pier traffic.

·        Joyce Guide remembered that the Conservation Committee had reviewed and approved the detail specifications during the Design phase and the Committee had approved the plans. 

·        Motion suggested by Ginny Binder to ask staff to investigate around CCA as pressure treated method and for staff to report back all relevant information. Second by Rex McKinsey.  So voted 3-0 (J. Donoghue not voting had left meeting before motion.)

 

Soft Costs Savings

 

·        Due to an earlier project completion date, forecast $76,000 in ‘soft cost’ savings that could be added to the contingency reserve for pier project and hopefully serve to lessen Town’s debt serviced by the new Pier Corporation

 

Harbormaster Office Design

 

·        Review  and discussed FST schematic for earlier design so that FST (Don Harvie) can re-design final solution

·        Key new requirement is to add space for public bathrooms

·        Sue Whitaker suggested that walkways surrounding the Harbormaster Office could be cantilevered design to reduce costs

·        After discussion it was agreed that walkways could be deleted and back door relocated.

·        Instructions were given to Don Harvie to come up with a design within a week that was cost efficient without the walkways but increase the footprint to include public bathrooms to be built in the future.

 

 

New Business

 

·        Library Board of Trustees Marcia Fair and Arthur Pike and Library Director Debbie DeJonker-Berry were asked to join the Committee to begin an initial discussion of this new project.  The Committee was given a copy of the time-line and the RFQ by the Trustees and a discussion followed in regard to the relationship of the Building Committee, the Library Board of Trustees and the procedures that would be necessary in the initial selection of an architect

·        Town Clerk informed Joyce Guide that since the Alternate slot on the Building Committee was open for a long time without action by Board of Selectman or Town Moderator that a new committee member could be appointed by the Building Committee. Motion was made by Joyce Guide to appoint Jim Pipilas as Alternate Building Committee member, seconded by Rex McKinsey.  So voted 3-0 (J. Donoghue not voting had left meeting before motion.)
