BOARD OF ASSESSORS MEETING

CALL TO ORDER:The meeting was called to order at 9:00 AM by 

Chairperson, Alberta Romano.

MEMBERS PRESENT:Ms. Romano, Mrs. Lina Berry, Mr. Jack Kosko 

Mr. Cervantes, Ms. Parmakian

MEMBERS ABSENT:Mr. Rick Blanchette

OTHERS PRESENT:Staff:Mr. Dana Faris, Principal Assessor; Mr. John

Warner, Assessing Department Clerk

MINUTES:

Mr. Kosko moved, seconded by Ms. Romano, to approve the minutes of the September 16, 1999 meeting as written.The motion carried by a vote of 5-0.

PUBLIC STATEMENTS:There were no public statements.

CORRESPONDENCE:Mr. Faris reported on the following recent correspondence sent or received by the Assessors’ Office:

1.An invoice from Mr. Warner to Russell Sanderson accompanying copies of assessing department data.

2.An invoice from Mr. Faris to Conrad Malicoat relating to research on the value of a parcel of property he owns.

3.A copy of a piece which appeared in the Cape Cod Times relating to median house prices on the Cape.

OLD BUSINESS:

Appellate Tax Board Cases Update:Mr. Faris reported on the following Appellate Tax Board cases:

1.La Palme, Paula A., #10 Bay Shore CD.A decision was rendered for the appellee.

2.Hoffman, Susan A., #2 Town Center CD.A decision was rendered for the appellant.Mr. Kosko moved, seconded by Mr. Cervantes, to abate the assessed value to $49,500 in accordance with the ATB ruling.The motion carried by a vote of 5-0.

3.Great Atlantic & Pacific Tea Co., 32 Conwell St.Mr. Faris reported that he had received the signed withdrawal forms for each of the pending FY’97, 98, 99 cases.

·Mr. Cervantes moved, seconded by Mr. Kosko, to abate the FY’97 value to $575,000 in accordance with the settlement agreement.The motion carried by a vote of 5-0.

·Mrs. Berry moved, seconded by Ms. Parmakian, to abate the FY’98 value to $575,000 in accordance with the settlement agreement.The motion carried by a vote of 5-0.

·Ms. Parmakian moved, seconded by Mr. Cervantes, to abate the FY’99 value to $575,000 in accordance with the settlement agreement.The motion carried by a vote of 5-0.

Clause 58, Section 8 Abatements:Mr. Faris presented the following abatement applications to the Board:

1.Mahoney, Arthur L.Motor Vehicle Excise Bill #94-9004.Mrs. Berry moved, seconded by Mr. Cervantes, to petition the Department of Revenue for authority to abate the aforementioned bill in full.The motion carried by a vote of 5-0.

NEW BUSINESS

Motor Vehicle Excise Tax Abatements:There were no applications for abatement to consider for the period.

Boat Excise Tax AbatementsThere were no applications for abatement to consider for the period.

OTHER/MISCELLANEOUS:

County Tax/Environmental Protection Tax Funds:

Mr. Cervantes made a motion that the Board commit to the Tax Collector the County Tax in the amount of $67,343 and the Environmental Fund Tax in the amount of$57,812.The motion failed for lack of a second.

Utilities’ New Growth & Personal Property:Mr. Kosko moved, seconded by Mrs. Berry, to send a letter to DOR accepting Commonwealth Electric Co.’s values for personal property and new growth for FY 2000.The motion carried by a vote of 5-0.

Revaluation Update: 

Mr. Faris reported that he is currently making adjustments to the condominium model and will have additional information for the Board for its next meeting.

Classification Hearing:

Mr. Faris reported that the Board of Selectmen will hold the annual classification hearing onOctober 12, 1999 at 7:00PM.Mr. Kosko moved, seconded by Mrs. Berry, to reconsider the Board’s recommendations to the Board of Selectmen relating to three classification questions.

1.Tax Rate Split between Commercial & Residential properties:Mr. Kosko moved, seconded by Mr. Cervantes, to recommend that the Board of Selectmen not split the tax rate.The motion carried by a vote of 5-0.

2.Residential Exemption:Mr. Kosko moved, seconded by Mrs. Berry, to recommend that the Board of Selectmen not vote to adopt a residential exemption.The motion carried by a vote of 5-0.

3.Small Commercial Exemption:Mr. Kosko moved, seconded by Ms. Parmakian, to recommend that the Board of Selectmen not adopt a small commercial exemption.The motion carried by a vote of 5-0.

Ms. Romano asked that Board members receive copies of all information sent to the Board of Selectmen relating to the classification and valuation of property.

Assessing Team and Office News:

1.Ms. Romano welcomed Pam Parmakian as a new member of the Board.Ms. Parmakian began a term as a regular Board member which will expire December 31, 2001.

2.Mr. Cervantes informed the Board that he will be away until April 2000.

Future Meeting Dates:There will be a meeting of the Board of Assessors on Thursday, October 21, 1999 at 9:00 AM.

ADJOURNMENT:There being no further business to come before the Board, Mr. Cervantes moved that the meeting be adjourned at 9:40 AM and the meeting was adjourned.
