BOARD OF ASSESSORS MEETING

CALL TO ORDER:                                The meeting was called to order at 9:10 AM by

                                                            Chairperson, Alberta Romano.

 

MEMBERS PRESENT:                        Ms. Romano, Ms. Pam Parmakian, Mr. Rick Blanchette, Ms. Leslie Parsons

                                                           

MEMBERS ABSENT:                   Mrs. Lina Berry (excused), Mr. Jack Kosko (excused)        

 

OTHERS PRESENT:                 Staff:  Mr. Dana Faris, Principal Assessor; Mr. John

                                                            Warner, Assessing Department Clerk

 

MINUTES:

Mr. Blanchette moved, seconded by Ms. Romano, to approve the minutes of the October 17, 2000 meeting as written.  The motion carried by a vote of 4-0.

 

PUBLIC STATEMENTS: 

Mrs. Miriam Collinson appeared before the Board to discuss her application to reclassify her campground as recreation land under Ch. 61B.  She informed the Board that she intends to withdraw her application.

 

Mr. Jim Buckingham asked the Board for an explanation of assessing policy regarding the valuation of developable vacant land occasioned by a delay in obtaining a building permit due to the Town’s growth management bylaw.  Ms. Romano asked Mr. Faris to obtain a legal opinion from the Department of Revenue or Town Counsel regarding this issue.

 

CORRESPONDENCE:  There was no correspondence on which to report for this period.

 

OLD BUSINESS:

 

Appellate Tax Board Cases Update:  There were no cases to update for this period.

 


Chapter 58, Section 8 Abatements:

1.     Wurtman, Judith, 11 Creek Round Hill Rd.  Mr. Blanchette moved, seconded by Ms. Parmakian, to abate the FY’00 personal property tax bill which was issued in error in accordance with authority granted by the Department of Revenue.  The motion carried by a vote of 4-0.

 

NEW BUSINESS

 

Motor Vehicle Excise Tax Abatements:  Mr. Warner reported on the following applications for abatement and recommended that they be granted:

ú       Partially abate one bill from 2000 as a result of a sale of a vehicle.

 

Boat Excise Tax Abatements:  There were no applications to consider for this period.

 

Executive Session:  At 9:30 AM, Ms. Parsons moved, seconded by Ms. Parmakian, to go into executive session for the purpose of reviewing abatement applications  The motion carried by a vote of 4-0.  During the executive session, the Board took the following actions:

 

Real Property Tax Abatements: 

1.     Gordon Realty Trust, 105 Bradford St. Ext.  A site inspection on 10/24/00 disclosed fewer rooms than previously noted.  Therefore, Mr. Blanchette moved, seconded by Ms. Parsons, to abate the assessed value to $2,366,800.  The motion carried by a vote of 4-0.

2.     Gordon Realty Trust,109R Bradford St Ext. A site inspection on 10/24/00 disclosed fewer rooms than previously noted.  Therefore, Mr. Blanchette moved, seconded by Ms. Parmakian, to abate the assessed value to $802,200.  The motion carried by a vote of 4-0.

3.     J & J Realty Trust, 6 Oak Dr.  Based on a site inspection on 10/17/00, which revealed a second living unit in the basement and a change in state class to a two-family dwelling, Mr. Blanchette moved, seconded by Ms. Parsons, to deny this application.  The motion carried by a vote of 4-0.

4.     Betten, Klaus, 3 Kendall Ln.  A site inspection on 10/24/00 disclosed lesser grade and condition in the cottage than previously noted and that only the owner’s unit in the main house had been remodeled.  Therefore, Mr. Blanchette moved, seconded by Ms. Parmakian, to abate the assessed value to $439,200.  The motion carried by a vote of 4-0.

5.     Warner, Hazel P, 269A Bradford St.  A review of assessing department data indicated that only the second story had been remodeled in 1987 not 1998.  In addition, a site inspection on 10/24/00 revealed an extra deck and water view from a roof deck that were not previously noted.  Therefore, Mr. Blanchette moved, seconded by Ms. Parsons, to abate the assessed value to $431,300.  The motion carried by a vote of 4-0.

 

At 9:40AM, Mr. Blanchette moved, seconded by Ms. Parmakian, to come out of executive session.  The motion carried by a vote of 4-0.

 

OTHER/MISCELLANEOUS:

 

Assessing Team and Office News:  There was no assessing team or office news that was not fully covered elsewhere in the minutes.

 

Future Meeting Dates:  There will be a meeting of the Board of Assessors on Thursday, November 16, 2000 at 9:00AM.

 

ADJOURNMENT:  There being no further business to come before the Board, Mr. Blanchette moved that the meeting be adjourned at 9:46 AM and the meeting was adjourned.
