CALL TO ORDER:                          The meeting was called to order at 9:05 AM by

                                                            Chairperson, Alberta Romano.

 

MEMBERS PRESENT:                    Ms. Romano, Ms. Pam Parmakian, Mr. Rick Blanchette, Ms. Leslie Parsons

                                                           

 

MEMBERS ABSENT:                      Mrs. Lina Berry, Mr. Jack Kosko

MINUTES:

Mr. Blanchette moved, seconded by Ms. Parmakian, to approve the minutes of the March 30, 2000 meeting as written.  The motion carried by a vote of 4-0.

 

PUBLIC STATEMENTS: There were no public statements.

 

CORRESPONDENCE:  Mr. Faris reported on the following recent correspondence sent or received by the Assessors’ Office:

1.     A memo from Keith Bergman, Town Manager, to all departments expressing his appreciation for all the hard work done in preparation for this year’s Annual Town Meeting.

2.     An invoice from Mr. Faris to Nancy Miller of the Provincetown Soup Kitchen accompanying assessing department data.

3.     A letter from Mr. Faris to the Registry of Motor Vehicles informing them of personnel changes in the Tax Collector/Treasurer’s Office.

4.     An invoice from Mr. Faris to Nancy Wall of Rider Risk Specialists accompanying copies of Provincetown Assessors’ Maps.

5.     A bulletin from the Department of Revenue regarding an upcoming seminar for new Finance Officials.

6.     An invoice from Mr. Faris to Kathy Cotter accompanying copies of Provincetown Assessors’ Maps.


 

OLD BUSINESS:

 

Appellate Tax Board Cases Update:  There were no ATB cases to update for the period.

 

Chapter 58, Section 8 Abatements:  Mr. Faris presented the following tax bills for consideration under the provisions of Ch.59, § 8:

1.     Wood, Robert D. #2 Nelson Ave. TH CD. Mr. Blanchette moved, seconded by Ms. Parmakian, to petition the Department of Revenue for authority to abate personal property tax bills from FY 97, 98, & 99 which were issued in error.  The motion carried by a vote of 4-0.

2.     Pace, Marie C. et al, #1A Howland Woods I CD. Ms. Parmakian moved, seconded by Mr. Blanchette, to petition the Department of Revenue for authority to abate an FY 98 personal property tax bill which was issued in error.  The motion carried by a vote of 4-0.

3.     Rodrigues Carlos M. et ux, #1 Seashore Park TH II CD.  Mr. Blanchette moved, seconded by Ms. Parmakian, to petition the Department of Revenue for authority to abate an FY 90 personal property tax bill which was issued in error.  The motion carried by a vote of 4-0.

4.     Coxe Gary M. et al, #3 Fifteen Court St CD. Ms. Parmakian moved, seconded by Mr. Blanchette, to petition the Department of Revenue for authority to abate an FY 99 personal property tax bill which was issued in error.  The motion carried by a vote of 4-0.

5.     Personal Property tax bills deemed uncollectible by the Deputy Tax Collector-Bankruptcy.  Mr. Blanchette moved, seconded by Ms. Parmakian, to petition the Department of Revenue for authority to abate several bills from FY 94-FY 99 due to bankruptcy.  The motion carried by a vote of 4-0.

6.     Personal Property tax bills deemed uncollectible by the Deputy Tax Collector-Incorrectly Billed.  Mr. Blanchette moved, seconded by Ms. Parmakian, to petition the Department of Revenue for authority to abate three bills from FY 86, 96, & 97 which were incorrectly billed.  The motion carried by a vote of 4-0.

7.     Personal Property tax bills deemed uncollectible by the Deputy Tax Collector.   Mr. Blanchette moved, seconded by Ms. Parmakian, to petition the Department of Revenue for authority to abate several bills from FY 86-FY 98 for which all avenues of collection have been exhausted.  The motion carried by a vote of 4-0.

 

NEW BUSINESS

 

Motor Vehicle Excise Tax Abatements:  Mr. Warner reported on the following applications for abatement and recommended that they be granted:

·       Partially abate 38 bills for 1999/2000 resulting from trades or sales.

·       Fully abate 14 bills from 1999/2000 which were issued in error or are to be recommitted  to other towns.

Ms. Parmakian moved, seconded by Mr. Blanchette, to accept Mr. Warner’s recommendation.  The motion carried by a vote of 4-0.

 

Boat Excise Tax Abatements:  Mr. Warner reported on the following applications for abatement and recommended that they be granted:

·       Partially abate one bill from 1999 to correct the age of the vessel.

Ms. Parmakian moved, seconded by Mr. Blanchette, to accept Mr. Warner’s recommendation.  The motion carried by a vote of 4-0.


 

OTHER/MISCELLANEOUS:

 

Revaluation Update:  Mr. Faris reported that the Department of Revenue will be in Provincetown on Friday, May 19, 2000 to review assessments and methodology in connection with the FY 2000 recertification.

 

Assessing Team and Office News:  There was no assessing team or office news that was not fully covered elsewhere in the minutes.

 

Future Meeting Dates:  There will be a meeting of the Board of Assessors on June 15, 2000 at 9:00 AM.

 

ADJOURNMENT:  There being no further business to come before the Board, Mr. Blanchette moved that the meeting be adjourned at 9:50 AM and the meeting was adjourned.
