BOARD OF ASSESSORS MEETING
Town Hall, February 15, 2000

CALL TO ORDER: The meeting was
called to order at 9:30 AM by
Chairperson Alberta
Romano.
MEMBERS PRESENT: Ms. Romano, Mrs. Lina
Berry, Mr. Jack Kosko,
Mr. Rick Blanchette
MEMBERS ABSENT: Ms. Pam Parmakian
OTHERS PRESENT: Staff: Mr. Dana Faris, Principal Assessor; Mr. John
Warner, Assessing

MINUTES:
Mr. Blanchette moved, seconded by Mr. Kosko, to approve
the minutes of the February 3, 2000 meeting as written. The motion carried by a vote of 4-0.
PUBLIC STATEMENTS:
Provincetown Tennis
Club: Ms. Rachel Crosby and Mr. Eric Dray of the
Provincetown Tennis Club were present to gain insight into the Board’s decision
relating to the loss of the Club’s charitable exemption under Ch.59, § 5. The Board decided to have Mr. Faris submit
findings and request a written opinion from the Department of Revenue.
CORRESPONDENCE: Mr. Faris
reported on the following recent correspondence sent or received by the
Assessors’ Office:
1. A letter from Mr.
Faris to Harold W. Paige, former owner of 61 Pleasant St., concerning a
personal property tax bill he received.
2. A letter from Mr.
Faris to Jim Pipilas, Executive Director of the Provincetown AIDS Support Group
regarding timely filing of Form 3ABC.
3. Two items from the
United States Bankruptcy Court regarding the property located at 4 Kiley Court.
OLD BUSINESS:
Appellate Tax Board Cases Update: There were no cases to update for this
period.
Clause 58, Section 8 Abatements: Mr. Faris presented the following abatement
applications to the Board:
Warner, John C.,
#C1 Seashore Park CD. Mr. Kosko
moved, seconded by Mr. Blanchette, to petition the Department of Revenue for
authority to abate two personal property tax bills which were issued in
error. The motion carried by a vote of
4-0.
Motor Vehicle Excise Tax Abatements: Mr. Warner reported on the following
applications for abatement and recommended that they be granted:

1 partial
abatement resulting from a sale of a vehicles.
Mr. Blanchette
moved, seconded by Mrs. Berry, to follow Mr. Warner’s recommendation. The motion carried by a vote of 4-0.
Boat Excise Tax Abatements: There were no applications
to consider for this period.
Local Options:
1. Clause 17D
Exemption- Mr. Blanchette moved,
seconded by Mr. Kosko, to draft an article for the town meeting warrant in
support of increasing in this exemption corresponding to an increase in the
cost of living. The motion carried by a
vote of 4-0.
2. Senior Citizen Real Estate Tax Payment
Program- Mr. Blanchette moved, seconded by Mr. Kosko, to draft an article for
the town meeting warrant to ask that the funding for this program come out of
the overlay fund rather than the Council on Aging budget. The motion carried by a vote of 4-0.
OTHER/MISCELLANEOUS:
Assessing Team and Office News: There was no assessing team or office news
that was not fully covered elsewhere in the minutes.
Future Meeting Dates: There will be a meeting of the Board of
Assessors on Thursday, March 16, 2000 at
9:30 AM.
ADJOURNMENT: There being no
further business to come before the Board, Mr. Blanchette moved that the meeting be adjourned at 10:30
and the meeting was adjourned.
