Minutes of the

BOARD OF ASSESSORS MEETING

Town Hall, Thursday, February 3, 2000

CALL TO ORDER:                          The meeting was called to order at 9:30 AM by

                                                            Chairperson, Alberta Romano.

 

MEMBERS PRESENT:                    Ms. Romano, Mrs. Lina Berry, Ms. Pam Parmakian, Mr. Jack Kosko, Mr. Rick Blanchette

                                                           

MEMBERS ABSENT:                                 

 

 

OTHERS PRESENT:                       Staff:  Mr. Dana Faris, Principal Assessor; Mr. John

                                                            Warner, Assessing Department Clerk

 

MINUTES:

Ms. Parmakian moved, seconded by Mrs. Berry, to approve the minutes of the January 6, 2000 meeting as written.  The motion carried by a vote of 5-0.

 

PUBLIC STATEMENTS:  Several members of the public were present and offered to answer potential questions from the Board relative to its review of the Provincetown Tennis Club’s charitable exemption status under Ch.59, § 5.  Ms. Romano polled the Board.  There were no questions.

 

CORRESPONDENCE:  Mr. Faris reported on the following recent correspondence sent or received by the Assessors’ Office:

1.     A Trustee’s notice of intent to abandon real property at 4 Kiley Court

2.     A facsimile from Kopelman & Paige, Town Counsel, enclosing a copy of the deed conveying the Shank Painter pond to the Provincetown Conservation Trust.

3.     Two letters from Mr. Faris to Herbert H Randall, Jr. of 6 Thistlemore Way responding to inquiries made about the status of Thistlemore Way and Thistlemore Rd.

4.     A letter from Mr. Herbert H. Randall, Jr. to Mr. Faris thanking him for his prompt response to inquiries made.

 


OLD BUSINESS:

 

Appellate Tax Board Cases Update:  There were no cases to update for this period.

 

Clause 58, Section 8 Abatements:  There were no cases to update for this period.

 

NEW BUSINESS

 

Motor Vehicle Excise Tax Abatements:  Mr. Warner reported on the following applications for abatement and recommended that they be granted:

·       Fully abate three excise tax bills for 1999 which were issued in error.

·       Partially abate four bills for 1999 resulting from sales of vehicles.

Mrs. Berry moved, seconded by Ms. Parmakian, to accept Mr. Warner’s recommendations.  The motion carried by a vote of 5-0.

 

Boat Excise Tax Abatements:  There were no applications to consider for this period.

 

Assessors’ Form 1:  Ms. Romano asked that the office prepare a press release to appear in the local papers regarding timely filing of personal property inventory forms.

 

Town Report:  Mr. Faris distributed copies of the Board of Assessors’ report which will be part of the Annual Town Report.  The text was read and approved by the Board.

 

Executive Session:  Mr. Kosko moved, seconded by Mrs. Berry, that the Board go into executive session at 9:50 AM.  The motion carried by a vote of 5-0.

Mr. Kosko moved, seconded by Mr. Blanchette, that the Board come out of executive session at 10:29 AM.  The motion carried by a vote of 5-0.

 

Provincetown Tennis Club:  Ms. Parmakian moved, seconded by Mr. Kosko, that the Provincetown Tennis Club does not qualify for a full tax exemption as a charitable organization under Ch.59, § 5.  The motion carried by a vote of 5-0.  The Board directed the assessing team to determine a value for this property and report back at the next meeting.

 

OTHER/MISCELLANEOUS:

 

Assessing Team and Office News:

Tax rate re-certification:  Mr. Faris reported that the tax rate should be certified in time for the Board of Selectmen’s Classification Hearing scheduled for February 28, 2000 at 7:00 PM.

 

Future Meeting Dates:  There will be a meeting of the Board of Assessors on Tuesday, February 15, 2000 at 9:30 AM in the auditorium.

 


ADJOURNMENT:  There being no further business to come before the Board, Mr. Blanchette moved that the meeting be adjourned at 10:40 and the meeting was adjourned.
