BOARD OF ASSESSORS MEETING

Town Hall, Friday, July 27, 2007

Meeting Room A

 

CALL TO ORDER:  Mr. Muse called the meeting to order at 8:31 a.m.

 

MEMBERS PRESENT:                   Mr. Greg Muse (Chair)

PREVIOUS MINUTES:

Ms. DeLuca made a motion to accept the BOA Minutes of June 29, 2007, Ms. Parsons seconded the motion, and the motion carried by a 4-0 vote.

 

PUBLIC STATEMENTS: 

There were no members of the public in attendance.

 

NEW BUSINESS: 

None

 

 

REAL ESTATE PROPERTY ABATEMENTS (17)

The Board reviewed the fourth list of FY 2007 Real Property abatement applications. Five applications were reviewed with the following recommendations:

 

1.       361 A-C Commercial St – Granted to Value of $1,548,400. The motion carried by a vote of 4-0.

  1. 33 Bangs St – Granted to Value of $601,200. The motion carried by a vote of 4-0.

3.       12 Brewster St – Abatement Withdrawn.

  1. 6 Bangs St – Abatement Denied. The motion carried by a vote of 4-0.
  2. 12 Commodore Ave – Granted to Value of $799,400. the motion carried by a vote of 3-0-1.

 

Ms. Deluca excused herself from meeting at 9:00 a.m.

 

EXEMPTIONS/ABATMENTS:

 

Exemptions

The Board was presented with a list of Thirty-Nine FY 2007 exemptions to date with the following recommendations:

 

Clause 17D-Surviving Spouse/Elderly  Six applications were considered for this period.  One application was withdrawn, and Five applicants meet the current requirements. The motion carried 3-0.

 

Clause 41C - Elderly PersonsEight applications were considered for this period.  All applicants meet the current requirements. The motion carried 3-0.

 

Clause 37A - BlindNo Applications at this time.

 

Clause 22 - VeteransThree applications were considered for this period. All applicants meet the requirements. The motion carried 3-0.

 

Community Preservation Act  Ten applications were considered for this period. All applicants meet the current requirements. The motion carried 3-0.

 

Clause 41A – Tax Deferral   – Thirteen applications were considered for this period. Two were withdrawn, and Eleven applicants meet the current requirements. The motion carried 3-0

 

 

AFFORDABLE HOUSING CREDIT: Forty-Two applications were considered for this period. All applicants meet the current requirements. The motion carried 3-0

 

 

 

MISCELLANEOUS:

1.      Mr. Gavin made motion to create newsletter for periodical updates of ongoing business for all BOA Members. The motion carried 3-0.

 

GENERAL UPDATE FROM PAUL GAVIN, PRINCIPAL ASSESSOR

 

1)      Board of Assessors has two open positions at this time, one full time, and one alternative. There are no applications at this time.

2)      Two Summer Inspectors were hired for this season, Frank Patano and Carol Bergen.

3)      There are two updates currently in the design phase with Munis Financial Systems. One for the Phase II Sewer Betterments application, other is a general upgrade.

 

 

NEXT BOA MEETING:

Next meeting to be determined.

 

 

ADJOURNMENT:

There being no further business to come before the Board at the time, Ms. Parsons motioned to adjourn the meeting, seconded by Mr. Gavin. The meeting was adjourned at 9:25 a.m.
