BOARD OF ASSESSORS MEETING

CALL TO ORDER:  Mr. Muse called the meeting to order at 8:40 a.m.

PREVIOUS MINUTES:

Ms. Parsons made a motion to accept the BOA Minutes of  June 15, 2007,  Mr. Gavin seconded the motion, and the motion carried by a 3-0 vote.

 

PUBLIC STATEMENTS: 

There were no members of the public in attendance.

 

Mr. David Stusse was invited to attend meeting on behalf of Mr. Frederick Sateriale. He cancelled his attendance as Mr. Sateriale did not provide enough information regarding his properties for abatement applications.

REAL ESTATE PROPERTY ABATEMENTS (17)

The Board reviewed the third list of FY 2007 Real Property abatement applications. Thirty-One applications were reviewed with the following recommendations:

 

1.       638 Commercial St – Granted to Value of $721,400. The motion carried by a vote of 3-0.

  1. 49-A Commercial St – Granted to Value of $1,418,700. The motion carried by a vote of 3-0.
  2. 240-U3 Bradford St – Granted to Value of $688,700. The motion carried by a vote of 3-0.

EXEMPTIONS/ABATMENTS:

 

Exemptions

The Board was presented with a list of Six FY 2007 exemptions to date with the following recommendations:

 

Clause 17D-Surviving Spouse/Elderly  Two applications were considered for this period.  The applicant meets the current requirements. The motion carried 3-0.

 

Clause 41C - Elderly Persons – Two applications were considered for this period.  All applicants meet the current requirements. The motion carried 3-0.

 

Clause 37A - Blind – No Applications at this time.

 

Clause 22 - Veterans – No Applications at this time.

 

Community Preservation Act  – Two applications were considered for this period.  All applicants meet the current requirements. The motion carried 3-0.

 

 

 

MISCELLANEOUS:

  1. Deadline for Real Estate Exemptions is July 18th.
  2. Affordable Housing and Deferrals to be reviewed.

 

 

GENERAL UPDATE FROM PAUL GAVIN, PRINCIPAL ASSESSOR

 

1)      Board of Assessors has two open positions at this time, one full time, and one alternative. Only one application has been received, with no action at this time.

2)      Summer Inspectors are due to start employment on July 9, 2007.

3)      Mr. Gavin would like all “Exempt” Real Estate properties inspected by August 31, 2007.

4)      There are 5 remaining Real Estate Abatement Applications. There was one verbal withdrawal. Reviews are estimated to be completed within the next BOA meeting. Meeting must take place no later than August 9th to meet compliance requirements.

5)      Phase II Sewer Betterments have been entered on PK System.

6)      There are two updates currently in the design phase with Munis Financial Systems. One for the Phase II Sewer Betterments application, other is a general upgrade.

There being no further business to come before the Board at the time, Mr. Gavin motioned to adjourn the meeting, seconded by Ms. Parsons. The meeting was adjourned at 9:45 a.m.
