BOARD OF ASSESSORS MEETING

Town Hall, Thursday, September 15th, 2005

Conference Room “A”

 

 

CALL TO ORDER:  Ms. Parmakian called the meeting to order at 9:00 a.m.

 

MEMBERS PRESENT:                        Ms. Pam Parmakian, Chair

                                                            Mr. Greg Muse           

                                                            Ms. Leslie Parsons 

                                                            Ms. Patty DeLuca (present for Executive Session)

 

STAFF PRESENT:                             Mr. Paul Gavin, Principal Assessor

                                                            Mr. Richard Faust, Assistant Assessor

                                                            Mr. Karl Shipman, Clerk

 

 

PREVIOUS MINUTES:

Ms. Parmakian noted that Board discussions and decisions re: public guest Mr. Russell’s argument be entered under the Executive Session heading in the final version of the August 24th BOA Minutes.  Ms. Parsons made a motion to accept [revised] Minutes of August 24th.  Mr. Muse seconded the motion, and the motion carried by a vote of 3-0.

 

PUBLIC STATEMENTS: 

There were no public members in attendance.

 

EXEMPTIONS/ABATMENTS:

 

Exemptions

The Board was presented with lists of FY’05 exemptions to date with the following recommendations:

 

Clause 22D-Veterans - One application was considered for this period.  The applicant meets the current requirements.  Mr. Muse moved, and Ms. Parsons seconded to grant the exemption.  The motion carried 3-0.

 

Clause 41A-Tax Deferral Eleven total applications were considered for this period.  The applicants meet the current requirements.  Ms. Parsons moved, and Mr. Muse seconded to grant the exemptions.  The motion carried 3-0.

 

Clause 41C - Elderly PersonsThirty-four applications were considered for this period.  All applicants meet the current requirements.  Mr. Muse moved, and Ms. Parsons seconded to grant the exemptions.  The motion carried 3-0.

 

EXECUTIVE SESSION:

Chair Parmakian called the meeting into Executive Session at 9:10 a.m. with all Board members in attendance.

 

Personal Property Abatements (0)

Mr. Gavin noted that an application at 293 Commercial Street shall be reviewed during the upcoming BOA meeting pending property inspection.

 

Real Property Abatements (12)

The Board reviewed a third list of FY’05 Real Property abatement applications.  Twelve total were reviewed (two of which had been tabled from the BOA August 24th meeting), with the following recommendations:

 

1.       290F Bradford Street – Ms. Parsons moved, seconded by Ms. DeLuca, to abate in full.  The motion carried by a vote of 4-0.

  1. 529 Commercial Street – Mr. Muse moved, seconded by Ms. Parsons, to abate the assessed value to $1,499,600.  The motion carried 4-0.
  2. 196R Bradford St – Mr. Muse moved, seconded by Ms. DeLuca, to abate the assessed value to $28,800.  The motion carried by a vote of 4-0.
  3. 10 Willow Drive – Mr. Muse moved, seconded by Ms. Parsons, to abate the assessed value to $1,024,500.  The motion carried by a vote of 4-0.
  4. 661 Commercial Street – Table for next meeting.
  5. 494 Commercial Street – Mr. Muse moved, seconded by Ms. DeLuca, to abate the assessed value to $663,600.  The motion carried by a vote of 4-0.
  6. 2 Schueler Blvd (tabled from 8/24/05) – Ms. Parsons moved, seconded by Ms. DeLuca, to abate the assessed value to $380,500.  The motion carried by a vote of 4-0.
  7. 385 Commercial Street #8 – Mr. Muse moved, seconded by Ms. DeLuca, to abate the assessed value to $156,500.  The motion carried by a vote of 4-0.
  8. 385 Commercial Street #9 – Mr. Muse moved, seconded by Ms. DeLuca, to abate the assessed value to $474,800.  The motion carried by a vote of 4-0.
  9. 82 Harry Kemp Way – Mr. Muse moved, seconded by Ms. Parsons, to abate this town property in full.  The motion carried by a vote of 4-0..
  10. 39 Bradford Street #1 (tabled from 8/24/05) – The Board could not support the applicant’s claim to abate.  Mr. Muse motioned to deny the request, seconded by Ms. DeLuca.  The motion carried by a vote of 4-0.
  11. 34-36 Conwell St – Mr. Muse moved, seconded by Ms. Parsons, to abate the assessed value to $632,700.  The motion carried by a vote of 3-0.  Ms. Parmakian recused herself and was excused for the remainder of the meeting.

 

Affordable Housing Abatements (18)

Mr. Faust discussed the current list of Affordable Housing applications, which meet the current requirements for abatement processing.  Mr. Muse moved, seconded by Ms. Parsons, to process and issue abatements to the applicants.  The motion carried 3-0.

 

NEXT BOA MEETING:

The next meeting of the Board of Assessors to be announced.

 

ADJOURNMENT:

There being no further business to come before the Board at the time, Ms. Parsons motioned to adjourn the meeting, seconded by Mr. Muse.  The meeting was adjourned at 9:54 a.m.
