Minutes of the

BOARD OF ASSESSORS MEETING

Town Hall, Monday, February 11, 2004

 

CALL TO ORDER:                           Chairperson Jack Kosko called the meeting to order at 9:00 A. M.

MEMBERS PRESENT:                        Mr. Kosko, Ms. Pam Parmakian, Ms. Leslie Parsons,  Ms. Betty Newman, Mr. Greg Muse

 

MEMBERS ABSENT:                   Mr. Rick Tourgee

                                                             

OTHERS PRESENT:                 Staff:  Mr. Dana Faris, Principal Assessor; Mr. Richard

                                                              Faust, Assistant Assessor

 

MINUTES:                                          Ms. Parmakian made a motion to accept the minutes,

                                                              dated  July 17, August 6, September18, October 9, and                                                               December 18, 2003 as written. s. Parsons seconded the

                                                              motion. The vote carried 5-0.

                                                                    

PUBLIC STATEMENTS:  There were no public statements.

 

NEW BUSINESS:

Preliminary FY 04 Personal Property Tax Abatements:

1.            Mittenthal, Cherie et al: Taxpayers registered to vote prior to the start of the fiscal year. Ms. Parmakian moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 5-0

2    Jones B. Calloway III:  Property being renovated; no personal property on site.  Property sold 1/28/2003.  Ms. Parmakian moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 5-0.

 

FY 03 Personal Property Abatements:

1.      Cohn Meryl R:  Bill issued in error Taxpayer registered to vote 2/4/1997. 1/1/02.  Ms. Newman moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 5-0.

2.      Freiman, James S et al:  The property was sold 5/2001. Bill issued in error. Ms. Newman moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 5-0.

3.      Jones, B Calloway III: Property being renovated; no personal property on site.  Property sold 1/28/2003. Ms. Newman moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 5-0.

4.      Garfield Associates: Property sold 4/25/2001. Bill issued in error. Ms. Newman moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 5-0.

5.      Rainbow Partners Realty Trust, Ken Weiss TTEE. Incorrectly Billed. Property vacant. Ms. Newman moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 5-0.

6.      Bianco Louis et al.  Bill issued in error.  Ms. Newman moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 5-0.

 

FY04 Tax Burden Sharing Options:

Based on informal discussions at previous meetings and a report by Mr. Faris to the Town Manager, Ms. Parmakian moved to recommend that, for FY 04, the Selectmen adopt a 10% residential/CIP shift.  Motion was seconded by Mr. Muse and carried by a vote of 5-0.  At the present potential FY 04 tax levy of $10,022,909, such a shift will result in a residential rate of $4.96 and a CIP rate of $5.75.

 

Motor Vehicle Excise Tax Abatements:  Mr. Faust reported that there were 2 partial abatements resulting from sale or trade of vehicles, and 1 full abatement as a result of a bill issued in error. Ms. Parsons made a motion to approve, which was seconded by Ms. Parmakian.  The motion carried by a vote of 5-0.

 

Boat Excise Tax Abatements:  Mr. Faust reported that there were no applications for this period.

 

Assessing Team and Office News:  Mr. Faris announced that Ms. Laurie de Sousa had resigned the position of Assessor’s Clerk citing medical reasons. Mr. Douglas Allen, currently a police dispatcher, has been hired to begin March 1, 2004.

 

Future Meeting Dates:  No future meeting date has been set.

 

ADJOURNMENT:  There being no further business to come before the Board, the meeting was adjourned at 9:43 a.m.
